With the rapid development of economic society, the personnel training mode of Chinese higher education confronts tough challenges, in particular, faces the great impact from the popularization and marketization of Chinese higher education, that is, the traditional mode based on theoretical studies, to some extent, can not meet the demand of the society for talents. How to cultivate the high-level talents, who are really needed by society, has become a realistic issue for Chinese higher education. Cooperation education, originated in the United States and developed more than a century, has gradually accepted by many countries around the world and also has a great influence on Chinese higher education.The concept of cooperative education had been introduced into China since in the 1980 s, which explores the mode of personnel training by means of the practical mode. However, on the whole, Chinese Universities still have some problems and deficiencies in practice, such as the management system?quality assurance and course system of cooperative education etc. These years, the University of Cincinnati has began to output the mode of cooperative education in terms of the international strategy and has built the cooperative relationship with Chongqing University in 2013, the Co-op Union College is the fruit of the cooperation, which can benefit the cooperative education of Chinese Universities offers them a good example in the significance of cooperative education.This paper aims at the theoretical basis of the cooperative education and sorting out the development of cooperative education, which can clarify the historical background and theoretical basis of the cooperative education. Based on the studies for the cooperative education of University of Cincinnati, this paper will comprehensively analyze the organization, management, quality assurance, curriculum system and the international practice of cooperative education of the University of Cincinnati.As for the resent problems and difficulties of Chinese cooperative education, there are five measures to overcome the difficulties: conceptual guidance, institutional guarantee, mechanism support, curriculum reform and international cooperation. First, to deepen the significance of cooperative education and strengthen the theoretical studies of cooperative education, can improve the understanding of the cooperative education and vigorously promote the development of cooperative education; second, to explore the identity system of students' employee, build the incentive system of the cooperative education and enterprise participate in this system, and strengthen the institutional guarantee of the cooperative education by improving laws and regulations; Third, to set up the independent management organization of the cooperative education, build the system of two-tutor and student two-way choice and improve the cooperation education management system and operation mechanism; Fourth, to establish the target of cultivating the high-level application of innovative talents, insist on the innovative and entrepreneurship guidance, set up the reasonable and cooperative system of course and strengthen the curriculum system of cooperative education. Fifth, to insist on the policy of the international development, deepen international cooperation of cooperative education, and speed up the cooperative education of Chinese characteristics and learn from advanced experience of the developed countries at the same time.
