Primary and secondary school tutoring in Shanghai has developed eight years, for the majority of students and parents to provide a good away tutoring services to meet a considerable part of parents and students. But with the development of extra-curricular cultural counseling, parents and students are increasingly focusing on the quality of teaching and the continuous improvement of services, the quality of its services to private tutoring agency requirements has gradually improved. At the same time, due to the counseling and other educational institutions at all levels for the quality management services and requirements are still in the “family Education " level. At the same time, some institutions are also established in the early stage, counseling agencies offer services in some areas has been unable to meet the current demands of students and parents. The gap between the quality of students and parents on the quality of education requires counseling agencies and institutions to provide primary and secondary school counseling services have tended to increase, and therefore, should be determined counseling agencies need to improve service project, proposes targeted services innovative proposals to improve the quality of teaching primary and secondary school counseling services.In this study, the innovative service quality gap model of service quality perception- the difference between the desired combination of computing and analytic hierarchy process to resolve service quality gap model of service quality perception can only draw- the difference cannot expect the service elements measure the importance of the drawbacks, so as to pool resources, targeted to improve key service elements to effectively improve the teaching quality of service tutoring agencies made guidance, which enriches the theory primary and secondary school counseling agencies and the quality of services in the field of methods, research in this field after providing a theoretical reference and methods for reference.
