With the constant innovation of science and the rapid development of information technology, the national demand for talent is increasing. The international education begins with the development of economic globalization. The education services, which aim at cultivating the talent, gradually become the growth momentum of economic transformation in international trade. The United States and Britain, as the main developed countries, still occupy the top of educational services market. But the growth rate has slowed and even declined. In comparison, with the rapid growth of education export, Australia stands out from many countries in a short time. For its multicultural inclusiveness, the openness of education, and the diversity of the form it's welcomed by international students. Since China joined the WTO, the education services also have made some progress. But compared with Australia, there is still a big gap. Its deficit has not changed. As the important economies in the Asia Pacific region, China and Australia have been important trade and investment partners since the establishment of diplomatic relations. The development of bilateral trade and economic relations has been rapidly. With the implementation of 2015 Free Trade Area(FTA) between China and Australia, their cooperation in goods, services, investment and other areas will further deepen. Therefore, through the comparison of Chinese and Australian in educational services trade, studying the deficiencies in Chinese education services, and how to promote the development of Chinese education services trade and cultivate more innovative talents for the "new normal" China, has important practical significance.In this paper, the main research contents are: Firstly, from consumption abroad, commercial presence, cross-border delivery and natural flow, the paper compares the education services trade of Australia and China in all directions and multi-angle and finds that compared with Australian strong education export, China has always been the largest importer of education, and has not been reversed the deficit. Secondly, from the aspects of government and universities, the paper makes a detailed comparison of educational services trade policy measures between Australia and China. The results show that the gap between China and Australia in the services of education policy measures is significant, such as the inadequate input of education, the low level in teaching and international recognition. Thirdly, through the combination of qualitative and quantitative method, the paper analyzes the differences of Chinese and Australian educational services trade competitiveness and concludes that the international competitiveness of Chinese education services trade is weak. For that, the paper puts forwards some suggestions to improve the international competitiveness of China's education services and reverse the situation of the trade deficit, such as changing the idea as soon as possible and supporting the education services industry, improving relevant laws and regulations, establishing the education quality guarantee system, accelerating the reform of the management system of college education.
