The compulsory education is in the form of a legal provisions by the state and requires all school-age children to receive compulsory elementary education for the prescribed years.The aim of “Two-Free and one- subsidy” is that every child can afford to go to school and receive good education in compulsory education. Under the background of country increasing more investment in education, the hardware facilities in most of the ethnic rural schools have been improved, but the problem of dropping out of school hasn’t been solved thoroughly, especially junior students. Based on the survey of Miao zhai, the phenomenon of students dropping out or abandoning school is common. Intermittent dropping out of school is widespread and the mission of control of insurance is still outstanding. The problem of drop-out for the primary school students in ethnical poor area has become the prominent problem which restricts the development of the compulsory education. It is one of the factors to restrict the overall development of the minority and poses a serious challenge to our country’s compulsory education.The policy of “Two-Free and one- subsidy” raises the possibility of students’ accepting compulsory education, solving the students’ educational cost but the school education did not change the disadvantaged students in poor areas after the compulsory education, it’s not outstanding for education to reduce poverty which led to the parents and students do not attach importance to education. The level of economic development of a region and the family economic conditions, is still the direct reason for the students to drop out of school in poor areas; the traditional agriculture production environment affects the personal educational ideas. Social and cultural differences, traditional birth and marriage view, the“bride”customs and the consumption custom of the local Miao people affect the development of compulsory education in a certain degree. The lack of accountability in the implementation process of the policies and regulations and the weak awareness of the education of the villagers, leading to the relevant education laws and regulations are difficult to implement. School education of lag and the actual shown pointing to studies of educational content settings, to ignore the experience of school-based curriculum, the lack of practical skills training; the lack of teacher professional literacy and teaching methods makes the students learning interest is not high, resulting students drop out of school. Student dropout behavior is a subjective choice behavior,the family structure changes in the absence of parental communication increase students’ psychological problems; lacking of ideals and beliefs, life and values lead to fuzzy learning goals lost dropout; students’ poor foundation, academic failure, resulting in the lack of learning motivation; students lack of self management ability to distinguish right or wrong easily.The practice of the policy alleviates the phenomenon of students drop out, but can not solve this problem fundamentally. Solving the students’ dropout in ethnic minority areas must define the value orientation of rural education development and training objective, considering the further education and employment. Reforming of education evaluation system to seek a new way out for the school education in ethnic regions. Improving the legal construction of education to teach according to law. The government increases the financial support to to improve the allocation of educational resources in poor area; change the traditional concepts of different subjects, strengthen parent-child communication and the ideological guidance of students to promote home school cooperation to form a joint force of education.
