Since the implementation of reform and opening-up policy,China has realized the "two basics" target,completed the popularization of compulsory education.The education poverty reduction effect is remarkable.However,the cause of compulsory education still has problems of unbalanced regional development and incomplete policy implementation.The development of compulsory education in poor areas is not only an important way to stop the intergenerational transmission of poverty,affecting the process of precision poverty alleviation,but also an important means to achieve social fairness and justice and to build a well-off society in an all-round way.This paper expounds the policy of China's development of compulsory education in the poverty-stricken areas from five chapters,using the literature analysis and experience summing-up methods.The first chapter of this paper is the introduction,summarizing the significance of the topic,the present situation,the methods of research and innovation.The second chapter analyzes the concept of the terms of poverty,poor areas,compulsory education and practical significance firstly,at the same time putting forward four points for the necessity of implement compulsory education in the poor areas.The third chapter divided the development of Chinese compulsory education into three periods(From 1949 to 1992 is named the initial exploration stage;From 1993 to 2005 is named the stabilization implemented period;From 2006 to now is named the period of consolidation and promotion),and summarizes the policy content and work focus of each period.Secondly,according to the policy status and changes of each period,the author summarized the characteristics of the change and development of compulsory education policy in China.Finally the author summarizes the specific measures of the Chinese government about the poor areas to promote the development of compulsory education in those areas.The fourth chapter summarizes the reasons of the implementation of four point compulsory education policy in poor areas according to the operation of the management system of compulsory education and the implementation of fiscal policy.The fifth chapter puts forward the corresponding countermeasures,which is to solve the poverty caused by natural environment through the relocation of change resettlement and ecological protection policy.To solve the economic backwardness of the poor areas,the author comes up with some measures of supporting the production employment and the minimum subsistence allowances policy;To solve the unseasonable input and output about the funds for compulsory education in poor areas,the author comes up with some measures of increasing the investment in compulsory education in poor areas and improving the funding guarantee mechanism of compulsory education in poor areas;To solve the problem of backwardness of school and the poor development of teachers and students in poor areas,the author comes up with some measures of balancing the teachers resources between the developed areas and the poor areas and completing the campus and the basic infrastructure;Finally,to mobilize and solve the low participation of compulsory education in poor areas,the author comes up with some measures of strengthening the propaganda work of compulsory education in poor areas,guaranteeing the rights and interests of teachers and students and encouraging the support of social forces to actively participate in compulsory education.
