A Study On The Cause Of “Scarecrow” Phenomenon In Social Work Project

With our social work service business booming and government putting forward to apply the social work to the Local Governance, government more and more likes to purchase social organization services in the form of project. Behind the massive government purchase of social work services, this research suggested that social work program appears malfunction, even it is made a "Scarecrow" type of community landscape.This research selected X community social projects for the study, and analyzed the the social work program “Scarecrow” development process development from appearing malfunction to be made a "Scarecrow" type of community landscape. The research focus is what is the cause of “Scarecrow” phenomenon in social work project. Under the perspective of Agency System Theory and the multi-level agency relationship of the project subjects,this research construct a framework of Cause Analysis which used adverse selection and residual control rights to explain malfunction and used goal replacement and moral hazard to explain landscaping. After malfunction, the project head for landscaping, and become a “Scarecrow” finally.Finally, according to the idea of avoiding the agency risk, this research will provide several social projects? suggestions about how to avoid "scarecrow" phenomenon.The innovation of this study is that the writer used systematic and macroscopic theory perspective to analysis the symptoms in social work project and contribute a unique logic and perspective to explain research-related issues. But the cause of “Scarecrow” phenomenon of social work project need to further refinement and precise for reducing the risk of conclusions, in this research. And the “Scarecrow” phenomenon of this research is just a discussion on one period of a case, so the study concluded t may be limitations on the promotion and the universality.
