Knowledge can change destiny.Education has always been the ladder for people of all social stratums to promote their social vertical mobility.Since entering into 21 th Century, people from all walks of life come to pay more and more attention to education gradually. The enrollment rate of compulsory education stage has been basically reached 99%,and the post compulsory education is also continuously strengthened. However, there are obvious regional differences in education in China.Quality education resources are concentrated in economically developed areas such as Beijing,Shanghai and so on while the education status in Henan,Anhui and other provinces with large population is not optimistic. In recent years, with the massive flow of the population, the education of the population net outflow regions show signs of "empty nest" which undoubtedly makes its poor education situation worse. This paper mainly studies the effect of population flow on the development of high school education in two aspects, which is based on the theory and empirical research. This paper makes a brief review of the relevant literatures both at home and abroad.Firstly, based on previous studies, this paper makes a simple descriptive statistical analysis on the current situation of population flow and the development of high school education in our country.Secondly, this article analyzes the influence mechanism of population flow on the development of high school education from the perspective of the theory, which provides theoretical basis for the empirical analysis.Thirdly, this paper selects the appropriate indicators, uses the method of covariance analysis to analyze high school education rate in both the population outflow regions and population inflow regions, and then on the theoretical and realistic basis, the paper constructs path analysis model and introduces the conception of ‘delay' by Amos software. Finally, the paper summarizes the conclusions of this paper and puts forward some corresponding suggestions.According to the research, the following conclusions are drawn:(1)Hunan,Anhui,Jiangxi,Henan,Hubei and other central provinces in China are the main region of population output, accounting for about half of the country's share(48%),but population output in the western region is relatively moderate.(2)In general,China's high school enrollment rate continues to improve, but the situation of the population outflow regions is not optimistic.(3)From the Lorenz curve of expenditure per student,it can been seen that regional education gap has been increasing since 2005.(4)The variance analysis shows that the high school enrollment rate of the population inflow regions is significantly higher than that of the middle ground and population outflow regions.(5)Through the establishment of structural equation model,we can see that the outflow of population has a strong negative effect on the economic and social factors. And the improvement of the economic and social level can improve the junior high school enrollment rate.(6)Population mobility has reduced the rate of junior high school enrollment rate. This effect was enhanced from 2005 to 2010,and the negative impact is mainly based on the economic and social factors.
