In order to change and promote the backwardness of rural education,"special post plan" is carried out.Since the plan carried out,the rural teacher team structure has been optimized from the age,education,disciplines and so on.It adds a lot of fresh blood,and promote the development of rural teachers."Special post teachers" are young and they have wide range of knowledge and high professional standards.So their coming plays a very important role in rural weak schools,it bring a boom in the development of the wind.However,we often pay attention to their pay,we ignore the reality of the state of existence.Therefore,it has great significance to study their living conditions and analyze the problems in the process of policy implementation.In order to make the research results more realistic and persuasive,a questionnaire survey,interview method and case study method are used to analyze the material survival of "special post teacher" from 200 teachers in Y county,Hebei province.The research analysis of the basic survival of the teachers' state from the material living condition,spirit of the state of survival and professional development.The results are as follows.First,their material living conditions are embarrassing.Nearly 80% of the "special post teachers" say that low wages have become their most worried problem,and the protection mechanism is not perfect.When they face the future choices,they feel confusion and uncertainty.In addition,poor accommodation,traffic inconvenience and less entertainment are still existed.Second,their state of spiritual existence is heavy.Low wages can not meet the family material expenses.The inconvenient traffic affects family and their children.The lack of welfare benefits is difficult to protect personal life.These factors make "special post teacher" love and marriage pressure.Love and marriage problem has become one of the main reasons for their quilt.And their neglect in work make a serious blow to their participation of enthusiasm.Third,their professional development of the status is contradictory.Training for "special post teachers" is too formal and its target is too weak.These cause "special post teachers" benefit very little from the training and their enthusiasm for participation in training is affected.This is in sharp contrast to their eagerness to acquire professional knowledge and skills.The reasons for the above problems are as follow.First,the fundamental cause is the lack of long-term sustainability of the policy.It labels the "temporary" tag.Second,the utilitarian behavior is existed in the implementation of the policy process.It makes a serious impact on their expected sense of accomplishment.Finally,"special post teachers" is lack of sense of belonging.It is not conducive to the harmonious development of the teachers team.In order to improve their quality of life,the recommendations are as follows.First,"special post teachers" should receive better material living conditions.The government should provide a solid material foundation for them to help them build platform.Second,special post teachers' mental stress should be alleviated and get more humanistic care.Their love and marriage issues should be paid attention.Last,in view of the present situation of the “special post teachers”,we should create a professional quality excellent “special post teacher” team which based on the strong operation,clear goal professional training program.
