Since2006, Ministry of Education, Ministry of Finance, Ministry of Human Resources and Social Security, the Central Institutional Organization Commission jointly launched a "Special Post Plan" in rural compulsory education. By the end of2011, the policy has been implemented for six years, which transports235000teachers to27000primary and secondary schools in more than1000rural county of China, effectively solves the problem that the weakness of teacher strength and the unreasonable structure of rural education. It improves the overall quality of rural teachers and balances the urban and rural education. While the policy solves problems, it also highlights a series of problems in the implement process. The author thinks that there is a little research on "Special Post Plan", and the current research mainly focuses on the problems in the implement process of policy and how can perfect the policy. Therefore, this paper tries to make frequency and correlation analysis of survey data on the basis of the interviews and questionnaire survey to teachers in special position, find out the problems in the implement process of policy, improve the Plan and provide strategy thinking on sustainable development of policy.The article is divided into six parts. The first part mainly involves the background of selected topic, research purpose and significance, literature reviews, theoretical basis, methods and thinking of the study based on fully understand the current research. This part is the basis of the paper. The second part focuses on the background of "Special Post Plan", policy goals, theoretical basis and the process of development. It makes an overall understanding by sorting out the reference materials about the policy. The third part of the article does an empirical research by using the investigation method and literature method on the target group of "Special Post Plan". Under the premise of the reliability of questionnaire survey result, make frequency and correlation analysis of the survey data, show the real situation of policy implement, which is the core of the study. The fourth part makes policy evaluation and analysis for the plan according to the result of the investigation in the previous chapter, which is based on the Perspective of teachers in special position. Policy evaluation arises from two aspects about the execution results and problems of the plan. Problems mainly include it is still difficult to find the right teachers in remote areas, the proportion of men and women teachers is not harmonious, teachers training and assessment mechanism is not perfect, etc. The fifth part brings forward strategic thinking on the policy to the problems in the implement process under the guidance of policy target group theory. In views of three aspects about the education administrative departments, project schools, teachers in special position, strategic thinking puts forward normal universities enroll directional normal students to solve the difficulty in remote areas, carry out a post shift mechanism at the county level to solve teachers marriage problem, etc. The sixth part makes a conclusion, mainly elaborates the deficiency and the overall understanding through the policy study of "Special Post plan".
