To realize the Chinese dream of the great rejuvenation of the Chinese nation,we must give priority to education.Education is indispensable to the development of a country,and the development of education can not be separated from high-quality teachers.However,the current situation of our country is that the distribution of educational resources is not balanced,and the lack of high-quality educational resources in rural areas seriously restricts the development of rural education.Faced with practical problems,since May 2006,China has implemented the "Special Post Plan for School Teachers at the Stage of Rural Compulsory Education"(hereinafter referred to as "Special Post Plan")in some areas.The promulgation and implementation of this plan fundamentally solved the problem of insufficient teachers in rural schools,effectively alleviated the problem of unbalanced and insufficient development of education,and at the same time established a special post plan for rural teachers.It is not a new mechanism to supplement teachers in poor rural areas.This study takes Y County of Hebei Province as an example,and takes the author's experience and experience as a special post teacher as an example.It carefully investigates the current situation,effectiveness and shortcomings of the implementation of the special post teacher policy,puts forward its own ideas with fieldwork,meticulousness and pertinence,provides operable suggestions for the better implementation of the national special post plan,and has practical value and theoretical significance for effectively solving the problems faced by special post teachers.Righteousness.In the research process,the main research methods are literature,interview and questionnaire.Through literature review of the implementation of the "special post plan" policy and field survey,the basic situation of social economy and compulsory education in Y County and the difficulties faced by compulsory education are described.Through on-the-spot interviews and inspections,it is known that the current situation of the implementation of the "special post plan" policy in Y County is that the results and problems coexist,and the achievements are worthy of affirmation.It promotes the balanced development of urban and rural education,optimizes the structure of teachers,and promotes the reform of the new curriculum.Through the analysis of survey data and the arrangement of interview contents,it is found that there are some problems that need to be solved urgently in the implementation of this policy.The prominent problems are salary,professional training and incentive development.According to the root cause of the problem,analysis of cases,interviews and related literature,it is concluded that the reasons for the problems in the implementation of the "special post plan" policy are the difficulties in implementing the material security policy,inadequate training for professional development,and imperfect incentive policies for teachers.In view of the causes of the problems,this paper puts forward a series of corresponding countermeasures and suggestions to improve and perfect the "special post plan" policy.
