The Research Of The Phenomenon Of Online Violence And Its Regulation

The cyber space is a masterpiece of humans. Its appearance has changed people's life styles, values and interactions. However,technology is a double-edged sword , the use of which will eventually result in two different outcomes . Network violence is just a consequence of the irrational use of this technology. Taking advantage of accessibility of virtual world to implement human flesh search ,network mobs commit collective judgment, personal attacks and a series of hostile behaviors, which eventually cause the infringement legal rights and interests of the subjects, the destruction of public morality and threaten to social harmony and stability. In this context, the return to the rational judgement , the moral and legal regulations and a justified atmosphere of the network are urgently needed.This article analyzes the connotation, causes and harms of network violence, trying to explore a path of regulation, which is a complex andsystematic task. First, technology is a means . "Limited real-name system" is conducive to enhancing social responsibility of majority of Internet users , "Information filtering" information helps improve network gatekeeper of social responsibility, and all the technical means of control should eventually evolve into a kind of "technical guidance" and avoidance of technological alienation. Secondly, legal enforcement is the basis . The completion of legislation of this special space and improvement and the improvement of the relevance and accuracy of the network legal enforcement will protect the legal rights and interests of citizens. Strict enforcement of laws and regulations to network mobs and operators will make the laws produce desired and putt a warning sign to network violence,which prevents further network violence. Finally,ethical culture is the key.Technical, legal policy is only from the exterior but moral and cultural cultivation is self-discipline. Only the reinforcement of the network of moral education and promotion of Internet users literacy will fundamentally control network of violence and achieve a healthy and orderly Legal network environment.Under such circumstances, Normative research of network of violence is urgently needed. On the theoretical basis of communication ,law and ethics, this paper discusses how to regulate the network of violence issues in order to provide information and reference for China Internet governance.
