To promote the rapid development of China's economy and society, the Party central committee and the State Council has put forward a Talent Strategy as a basic national policy of the new era, a new phase. As a large agricultural population, "three rural" issue has been much concern of all sectors of government, and the development and construction of rural talent is one of the most important and urgent tasks. At present, the rural practical talent is included in the national six talents of overall planning, the development of rural practical talents has become a strong driving force to promote agricultural modernization and promote the transformation and upgrading of agricultural economy. In order to make the sustainable development of agriculture have qualified successors and grow rural practical talents team construction, governments at all levels must link training, identification of rural practical talents to related incentive policies, and constantly improve their participation in the initiative and autonomy.Sichuan province as a major agricultural province, whether the production of crops,the development of agricultural products,or the level of agricultural intensification,is in the position of China's far ahead. In order to accelerate modern agriculture and new socialist countryside construction in Sichuan province, national and provincial government has jointly organized and implemented a series of rural practical talents education training, qualification management and policy support work in recent years. Therefore, this article takes Sichuan province as an example,focusing on the incentive situation of rural practical talents, different characteristics incentive preferences, existing problems and reasons, so as to make relevant suggestions.lt hopes to provide theoretical and practical support for rural practical talents of Southwest China to construct incentive system.Based on the Sichuan rural practical talent incentive background, concept, Review and relevant theories,this paper analyzes the present situation of rural practical talent, that includes talent development status and talents characteristics,and the incentives situation,that includes relevant support policies, incentive methods, incentive effects. And then use the factor analysis, variance analysis method to analyze different characteristics rural practical talents' incentives preferences.Finally it puts forward some countermeasures for existing problems.Through the analysis we draw the following conclusions:(1) the current policies to support rural practical talents involved include industry support policies, science and technology support policies, financial support policies, entrepreneurship support policies.in the process of incentive work, incentive mehods are included material incentive.spirit incentive.And the proportion of spirit incentive is slightly higher than that of material incentive.The incentive effect on the personal effect and social effect is not obvious. (2) The ranking of incentive factors in rural practical talents is from high to low in order to production support, reward subsidies,self-development, business achievement, job security. Through the empirical study we found that, due to the different rural practical talents in age, education, type of talent, etc., leading to rural practical talents on different incentives preferences also showed significant differences. (3) By studying the foregoing, we propose to establish of the organization and management system and identification system, broaden the channels of publicity, expand the sources of funding, implement a wide range of incentives depending on the characteristics of talent and integrate of all resources in rural areas, to solve rural practical talents incentive issues' recommendations.
