Talent is the first core motivation to creation.In today's world,with the emergence of a new round of technological revolution and industrial transformation,talent competition is becoming more and more intense.Many states have been making great efforts to attract high-level talents by legislation and draft law,adjusting policies,relaxing the nationality and immigration threshold,offering huge financial support,ect.Aimed at developing the whole province's economy,Guangdong has taken the creative talents as the core strategy as well as seen the building of creative talents teams as one of the “big-eight-method”.Nevertheless,the present situation is,there still remains problems that cannot be ignored,which are that the innovative talents are insufficient,the structure is not optimized,and especially the high-level talents can't meet practical needs.The most critical cause of these problems is that the talent incentive mechanism is not perfect,the vitality of talent innovation failed to fully release,and the environment for innovation and talent development has not yet formed.The paper aims to analyze the existing problems and causes of the current talent policy by combining the main talent policy documents introduced by Guangdong Province in recent years,and then use the methods of interview and literature research to put forward the policy suggestions to improve the incentive of innovative talents in Guangdong Province.The study finds that the irrational structure of the object benefited from the incentive policy,the asymmetry of the incentive means and the actual demand,the lack of rigid implementation of the policy and so on is the most prominent problem of the current talent incentive policy in Guangdong.The deep causes of this problem are mainly due to the lack of policy subject,the lag of policy update,the imperfect mechanism of talent input,the lack of coordination and continuity in the implementation of policy.The future of innovative talents incentive policy should highlight the pertinence of talent incentive policies,strengthen the comprehensive environment of talent construction,and focus on improving the implementation of talent incentive policy effect.Specifically speaking,it is to further increase and motivate the young talent and high skilled personnel,highlight the decentralization of personnel system reform and innovation,accelerate the legalization of personnel work,and improve the diversified-talent-fostering mechanism.
