Bilingual education acts as a driving force of development of ethnic minority regions of China. The bilingual education in China's minorities has reached a new level of development after decades'exploration since the reform and opening up. The bilingual education has enabled the enrolment rate and employment rate of students from minority regions to increase and thus, the education is widely accepted in these regions. But as economy and society enjoys an increasing development in recent years, students from minority regions are confronted with severe unemployment problem accordingly, which has turned into another social issue, following reemployment for the laid-off, employment for rural residents entering cities and college undergraduate employment. Since March 2008, the stability in the ethnic minority regions has exhibited its obvious existence and bilingual education and unemployment are two factors affecting the stability. This essay will take an example of Tibetan Qiang Autonomous Prefecture of Ngawa (referred as Ngawa below); the prefecture is located in Sichuan province, southwest of China. The essay will base on the human capital theory and the Screening Hypothesis and conduct an in-depth research into the correlation between bilingual education and employment targeting the ethnic minority regions. The ultimate aim is to find solutions to underlying problems in the course of bilingual education promotion together with employment dilemma.On the basis of summarizing and analyzing existed relevant information, we paid a visit to Ngawa and had a comprehensive understanding of the basic situations and development backgrounds of the correlation between bilingual education and employment in the minority region. By reading previous documents and investigating questionnaires, we figured out the theory regarding the correlation between bilingual education and employment in the minority region. Besides, we got to know the development situations of the bilingual education and employment in Ngawa, which is beneficial to have an in-depth analysis to the existed problems. We handed out questionnaires to a total of 567 resident populations in counties of ngapa, Ruoergai, Hongyuan, Songpan and Maoxian. Then we had qualitative and quantitative analysis to the collected paper data and made an empirical research on the correlation between bilingual education and employment in Ngawa. And thus, proposals and solutions on developing bilingual education and boosting minority employment were put forward in seeking higher employment of minority regions.We find that bilingual education has a positive correlation with employment in Ngawa. It means those who acquire higher education and better understanding of bilingual education have more chances to get employed; parents who accept higher education tend to give more support to their children in learning language of ethnic minorities, which in turn helps these children easily get employed. The learning degree of bilingual education is directly connected with career industry distribution, employment channels, incomes, working ability, employment fairness and employment situations. Problems still exist in the development of bilingual education and employment in minority regions, though great achievements have been marked. In terms of bilingual education, the structure is unbalanced, policy not far-sighted, teaching mode too simple, together with education resource allocation lagging behind and weak and unstable teaching team. From the perspective of employment, the employment direction is single and salary remains low. As education level is limited in minority regions, it leaves narrow space for people in these regions to multiple employment opportunities and higher incomes. More else, the development of the secondary and tertiary industry and its employment enrolling ability still have a long way to go. At the same time, we find competencies of bilingual teachers, personal value and family economic background are key factors in restraining bilingual education development in minority regions. When minority people come to seek jobs, they are more concerned with regional economic development situations, job stability and personal future development.
