Language is a tool for cultural heritage. Diversification and integration of contradictions and conflicts affecting the world political and economic development, but also affect the development of education. How globalization and localization, national integration and national unity of opposites cultural diversity in the context of this preserve, develop the national culture is placed in the various nationalities, especially ethnic minorities before significant practical problems.Xinjiang is located in Northwest China border, an area of over160square kilometers, the total population of1846.26million, of which minority population1,096.49million of the total population,59.39%, while Xinjiang is also multi-lingual and multi-text regions. At present, Xinjiang various schools students in total439.9million, mainly basic education Uygur, Han, Kazak, Kirgiz, Mongolian, Sibo Russia and other teaching seven languages, minority languages in daily life occupies a very important position. With the deepening of reform and opening up, various ethnic groups in Xinjiang to learn the Chinese language is also growing demand in recent years, Xinjiang vigorously promote bilingual education, policy support has intensified, the rapid development of national primary and secondary bilingual education, but there some of the problems faced with many difficulties. To change this situation, it is necessary to the scientific concept of development, according to "local conditions, guidance, zoning, step by step" principle, at the same time to strengthen bilingual education should focus on the fine cultural traditions of ethnic heritage, to Bilingual teaching behavior norms, to promptly resolve bilingual education research and the emergence of new problems and new situations, so that bilingual education to promote healthy and orderly.This study intends to bilingual education in Xinjiang ethnic schools on the basis of field research on the current primary and secondary bilingual education in Xinjiang ethnic status, existing difficulties and problems are analyzed, and propose appropriate policy recommendations to national primary and secondary schools in Xinjiang bilingual education and teaching healthy and steady progress.
