Study On Problems And Countermeasures Of Family Planning Management And Services In L Street Floating Population

Thirty years of reform and opening policy up the process of promoting the development of urbanization in China,the number of floating population has been rising year by year.According to state statistics,the number of floating population in China reached 245 million at the end of 2016.Chinese floating population has a large number of strong liquidity,and most of them are in birth peak.It is an important starting point for floating population management and service work to enhance the floating population family planning management and service level.The innovation of the social management system promotes the equalization of basic public services.It is also a key ring to create the service-oriented government,which handles comprehensive treatment problem of population,and promotes economic and social development.On the other hand,Under the comprehensive background of "Two child policy" in China in the fifth Plenary Session of the 18th CPC Central Committee,China will usher in a peak of population growth in the next few years,many difficult factors cannot predict,which put forward severe challenges to the L street family planning management of the floating population service work.As the provincial iron and steel production,deep processing base and provincial national new material industrialization base,L Street is located in the forefront of the province's urbanization rate.The prosperity of the economy has prompted the emergence of a large number of employment opportunities,many migrant workers will also gather to L Street.Through the analysis of the composition of the floating population in L Street,it is found that the main characteristics of the floating population are:low cultural level,the majority of young people and strong mobility.With abode of the floating population,family planning concept consciousness,and mostly in the growth period,it is easy to cause the "leak service" phenomenon.Wandering in the edge of the illegal birth,floating population has caused serious adverse effect on social stability and economic development.In addition,With "Heavy management,Light service" concept,most of the inflow of L Street floating population is difficult to enjoy the services of permanent residents and equal legal rights,which is the weak links L street needed to be strengthened at present and in the future.This paper explored family planning management of the floating population in the service work of L Street through the practical problems and analyzed the causes of the problem.According to the domestic and foreign related theory and policy research and analysis of good measures in family planning management services of the floating population of South Korea,Singapore,Hongkong,Chongqing,Yubei District,Zhongshan in the advanced regions,L Street trying to explore the flow of population and family planning management and service mode foritself.Finally,the paper puts forward some feasible countermeasures and suggestions from the aspects of management system:perfect service framework of floating population to promote the "new citizen" construction,improve the flow of population information network system,and consolidate the family planning management of the floating population service foundation.
