It seems very simple for the students to do homework,in which the students just consolidate what they have learned.While in such a process of "consolidation",students master the knowledge and their memory,comprehension and application ability have been improved.And students’ learning habits,independence,autonomy and cooperation have been strengthened in the process of repeated trial and the communication.However,it is not easy for the work in the actual teaching practice to truly promote the all-round development of students.First of all,the new curriculum reform in our country has been carrying out nearly twenty years.The idea under the new curriculum that homework should promote students’ all-round ability is still not fully accepted.Many people still consider the homework as the "consolidation and improvement of the knowledge and skill".So the traditional view of paper homework in the background of examination-oriented education,is still alive.Secondly,the teachers make a normative attempt in the design,the arrangement of work,supervision,evaluation and feedback in order to make the homework help students learn better and promote the development of students.But due to the lack of theoretical support in all aspects of the implementation of operation,as well as the lack of detailed regulation and warning,the implementation effect is not obvious.Therefore,under the background of the current basic education environment and people’s bias to the significance of homework,the paper does the standard research of implementation of the homework from the angle of the process of making homework including operation design,layout,supervision,standardize management of evaluation and feedback,At the same time of filling homework theory,the paper tries to construct standardized homework implement and management mode in order to make the students to renew the concept of homework.In the implementation of the homework to return to its original meaning,it is necessary to norm the subject’s behavior and truly promote student learning.Based on the purpose of research above and the analysis of schoolwork literature at home and abroad,by means of Huang gang experimental middle school in their students’ work on regulating the implementation of the questionnaire and teacher interview data and the attendant records,by using the form of case study,analyzes the status quo and problems of Huang gang experimental middle school schoolwork operation,using the research method of grounded theory,trying to construct a schoolwork observation and service mechanism of "learning oriented",at the same time,from the institutional norms perspective.make the analysis of "learning oriented" in Huang gang experimental middle school work implement procession,on the theoretical framework of the mechanism.Finally construct a Huang gang experimental high school observation and service mechanism of "learning oriented",and give the security strategy of the mechanism.
