At present,China is in a transition period of history,has a greater economic downward pressure,the deterioration of the external economic environment is the external factors to led to difficulty in students employment,at the same time,graduates surge increase the supply and demand,the employment system is not standardized blow job,there is misunderstanding the concept of employment students,college students start their own businesses weak awareness of internal factors is the key to further inhibit the employment of university students.To further ease the employment pressure on college students,to create a good and harmonious social environment,under the all levels of Party committees' earnest care,in particular the implementation of all levels of government,grass-roots public service jobs are creatively set up,create a wide range of career paths.H City grassroots has large volume of business,the official permanent staff is limited,enrolls college students to work on the basic services,can ease the employment pressure on college graduates at a certain extent,and strongly supports the work of H city,but also provides training opportunities to the persons who determined to enter the civil service public service team.To tie in with national policies,H City begins to recruit college graduates to work on the grassroots public work,which promotes the effective promotion of people's livelihood security work.This paper regards the management of H City's college students public service position as the research object,regards the H City's college graduates employment and the status of the development of public service position as the research view,under the market failure theory,points out that strengthen the management of students in the university's public service positions is necessary,looks for the problems existed in the H City's college students public service positions management,analyzes the causes of the problem,proposes the countermeasures to strengthen the management of H City's college students public service positions,including: broaden sources of jobs,increase job setting;improve the management mechanism to consolidate staff;increase benefits,strengthen the care management;enhance employment ability,clear development prospects.
