This text uses the theory of Market Failure and Public Failures to analyze the dual-characteristic of professional educational institution, government behavior, market mechanism and student subject status, etc. at the market of our country under current economic system and structure of education. This text Points out of the present difficulties and questions of vocational education in our country not only by the result of Market Failures that brought by vocational education marketization but also by the result of the Public Failures that brought by government's omission or the off side. The way to resolve vocational education problem lies in dispelling the double influence of market Failure and public failures on vocational education market as soon as possible, Lies in structuring new operating mechanism by market-oriented principle at micro system of vocational education and guarantee the effective supporting, protecting and adjusting from government at macro system of vocational education. The first chapter of this text analyzes dual-characteristics of the operating mechanism and every subject in the market of vocational education, proving that vocational education is not only the market behavior but also the non-market behavior.Secondly, this text analyses the current situation, presentation and origin cause of market failure and public failures in vocational education market, Points out of the questions of vocational education in our country not only by the result of market failure but also by the result of the publicfailures.The last chapter of the article analyzes the only outlet of vocational education in China lie in realizing the marketization of vocational education, and proposes a series of policy recommendations to dispel the influence of double failures.
