In recent years,with the vigorous development of social economy in our country,people's material,cultural and spiritual life and constantly improve the level of physical exercise has become one of the ways they pursue healthy life.However,the limited resources and increasing exercise venues demand "the contradiction between supply and demand" is increasingly serious.To alleviate this contradiction,promote the nationwide fitness campaign,the state and local governments have introduced policies to encourage middle and primary school sports facilities open to the public.This can not only bring convenience for the public sports venues opening schools,and highlight the school's social responsibility,increase the interaction between school and society,promote the development of a variety of school However,the establishment of long-term mechanism of opening up to the public in the primary and secondary schools has been slowed by various risks.How to manage these risks scientifically has become the focus of the study of primary and secondary school stadiums to the publicBased on the principle and method of risk management as the theoretical basis,to the 17 District of Shanghai city is open to the public stadiums in primary and secondary school as the research object.Through the method of literature,questionnaire,mathematical statistics and logical analysis,from the possibility,severity,controllability and risk assessment of four indicators of the stadium Museum of Shanghai city schools open to the society and the level of risk analysis of the state,society,schools and individuals four levels of importance measures.The following conclusions are drawn by the results:First,open to the public stadiums in primary and middle schools in Shanghai city of all kinds of risks in the environment,property and personal safety risk is the possibility of three kinds of risk,high responsibility,daily management and personal safety risk is three kinds of risk,high severity of liability,property safety and environmental safety risk is difficult three risk control;responsibility,environmental safety and property safety risk level of qualifying higher risk to the community open stadiums in primary and secondary schools in Shanghai are in the low grade,the school can be dealt with through retention or transfer strategy.Second,the differences between different types of schools open to the public stadiums in the level of risk assessment,mainly in the daily management,evaluating the possibility of personal safety and environmental safety risks;compensation management,personal safety,property safety and severity of environmental safety risk assessment;daily management,compensation management,control property safety and environmental safety risk assessment.These differences originate from different types of schools in the school scale,equipment facilities and student development conditions and other differences.Third,the school in different levels of risk measures in different emphases.The national level,the school attaches great importance to the scope of Liability Division and government insured two measures;the social level,the school focuses on propaganda,raise public awareness of fitness and civilization integrity cooperation two measures;a school level,school behavior and enhance the value of people standard two measures of safety awareness of school personnel.At the same time,the school focus on emergency plan through the establishment of practical teaching area,divided and open area,open time,to reduce the risk of strengthening civilization exercise propaganda and safety education and to strengthen the management of the school.Fourth,the national and school level response measures are affected by the specific factors such as policy,system and other factors such as macro and school characteristicsAccording to the research results,the author puts forward the following suggestions:First,the database can build stadiums open to the public elementary and middle schools in Shanghai City,the dynamic adjustment on the basis of the database,in order to reduce the probability of occurrence,environment,safety risk property and reduce the severity of the safety risk responsibility,daily management and the emphasis on responsibility,control,property safety and environmental safety risk to strengthen the responsibility of environmental safety and property safety prevention and response of the whole.Second,the primary and secondary schools in Shanghai should pay attention to the risk of the existence of differences in assessment,through the analysis of the reasons for the development of effective measures to reduce or even eliminate the differences,and promote the harmonious development of the school sports venues open to the communityThird,the state and local governments in the formulation of policies should be taken into account the characteristics of different types of schools,to avoid too macro and lack of regional characteristics.The school should combine the national and social environment,based on the characteristics of the development of school-based measures in line with its own characteristics of the stadium is open to the public.Fourth,the school through the convenient channels of information,set up different information platform,such as: "Internet plus stadiums open to the society" mode.It can make full use of Internet resources in a timely manner to the public timely update the information of sports venues,equipment
