The functions of swimming social value have the universality of human society and specificity under the sports new normal. The universality naturally exists from primitive human society and constantly extends with the improvement of human civilization. The specificity is that China transforms the Olympics strategy into national fitness and developing sports industry. The implementation of social value of swimming faces new problems that should be broken through. This project starts from the universality and extends to the specificity. It can explore and guide in theory and practice.By utilizing literature review, expert consultation, logical analysis and questionnaire and survey, this paper researches and integrates the social value of swimming in the view of sport humanity. Conclusion as follow:1. The social value of swimming has been changed from war and survival to social status or a value function of leisure, culture, politics and society. The development of competitive sports promotes the expansion of this value covering all fields like politics, diplomacy, economy and education.2. Swimming rules are characteristic of universality, pertinence, fairness, humanity, normative and operational in and there are also valuable effects on right, order, equity, humanistic, professional career, social economy and scientific development. the short distance swimming and long distance swimming, divided by athletics ability, are both good for people's physical and psychological health3. Under the sports new normal, acceleration between the sport industry and swimming development is closely linked and influenced.4. Social value of swimming functions can be separated into the two parts of whole society and the individual and reflects on politics, economy and education. Political value reflects on enhancing national cohesion, military force, social stable and diplomacy. Economy part is benefit from industrialization management pattern, social sponsorship and swimming supplies; The educational one behaves on fostering thinking, morality, personality and character and it also is of worthy on body or mental realization and celebrity effect in the swimming education. For the individual shows on the physical and psychological parts: the physical one is that cardiopulmonary function and respiratory system are boosted and the some diseases are cured; the psychological one exercises will quality, expands friend circle, improves self-confidence and initiative.5. The main problem is that the government still have not realized the important of the swimming and lack of research and planning; the construction of the swimming pool is restricted by money and land in school and society; the basic equipment and safety condition are not completed on at swimming area such as river or lake; the swimming racing is rare and not for the public and the public swimming club lacks of proper guiding management; Sports industry has not been systematic development of swimming sports.6. Under the sports new normal way of realizing the function for social value of swimming is following four point: the government and industry departments should strengthen the study of swimming society value, planning and publicity; Make greater efforts to support development of swimming pool number; Make swimming brand competition in order to expand influence and catch the pubic eyes; let public swimming club play a linking role, strengthen the guidance and standard operation.
