After World War II, with the rise of postmodernism, the concept of multiculturalism has become popular, and has penetrated into many areas of social life, education can be described as one of the most diverse areas of cultural influence. Music as a world language, into the concept of multiculturalism in music education, will contribute to a culture group of people in the understanding and acceptance of other cultures, so as to promote the common prosperity of culture, and even dissolves in a certain extent of different ethnic groups and different cultures conflicting. In our country, the primary school is the basic stage of music education, and it is also an important stage to inspire the students' musical talent and improve the aesthetic ability of music. The implementation of multicultural music teaching in primary school has become the trend of the development of the times and the inevitable trend of education progress. However, due to various historical reasons, the multicultural music teaching idea proposed in China although not later than the west, but the real into the field of practical teaching is from the last ten years of the last century began, but until today has not really in the music teaching in the primary school get promotion and popularization. So far, China's multicultural music teaching more performance for the progress of theory and concept, such as "music curriculum standard" advocates, the multicultural music teaching contents reflect the teaching practice and so on, but often lag behind a lot. The reasons causing the situation of the education system, including teachers of multicultural music teaching is not deep enough understanding, its application in teaching practice can't master and so on, there are of course our educational tradition, habit of understanding reasons. Thus it can be seen that it is the key question to be answered in this research to explore a set of practical and feasible implementation strategies which are to be solved in the primary school.This article is divided into four parts:The first part, a summary of multicultural music education. Because of the uncertainty of the concept of "culture", the multicultural music education, also did not form a unified universal concept, but also on the multicultural music teaching theory are still in a state of development. In this part, the author firstly summarizes the history has witnessed the emergence of about multicultural music education is the typical theories and views, comparing the merits and the concept of multicultural music education is used in this paper to define, and then summarizes the multicultural music education in Europe and China the general development course.The second part, the necessity and feasibility analysis of multicultural music education. Mainly from the trend of the development of education and multicultural music education than the traditional education has the advantages of the primary stage of the implementation of multicultural music education in the primary stage of the inevitable. At the same time, by analyzing the existing conditions and the foundation of our country, this paper discusses the feasibility of implementing the multicultural music teaching.The third part, the present situation of the implementation of multicultural music teaching in primary school. This is the focus of this article, the author through a questionnaire survey and interviews, the authors carried out an investigation on the situation and effect of multicultural music teaching in different grades in three primary school, and through the analysis of the survey results summarized the common problems in the multicultural music teaching, including:failed to completely get rid of the traditional teaching concept; yet to clarify related theories of multicultural music teaching of national music; especially the minority music promotion is weak; the teaching content of the theme is unknown, the content arrangement of content pluralism and cultural confusion; multi element confused; teaching form is monotonous, not really improve students' cultural literacy and appreciation etc.. Then, the author analyzes the causes of these problems from three aspects of the system of teacher education, and students, which is the "minor music system" status, resulting in music teaching is ignored; the difference in ability is insufficient and the students' comprehension of teachers is the cause of many problems of multicultural music teaching.The fourth part, the implementation strategy of multicultural music education in primary school teaching practice. According to the survey results and the reasons for the above analysis, the method to solve the problem, explore the suitable for the students to teaching methods and implementation strategies:to change the existing teaching ideas and teaching methods; increase multicultural curriculum content; teaching follow the multicultural music teaching basic science paradigm and so on.
