At present, China's state-owned forest farms 4507, distributed in 31 provinces, municipalities and autonomous regions, the amount of forest reserves of more than 2 billion 200 million m3, the number of employees in the forestry system more than 600 thousand people. Forestry production and management area of 620 million hm2. At the beginning of 90s the forestry economic center of our country began to shift, the state-owned forest management unit for the forestry bureau began streamlining personnel, the original wood mining, transportation and processing for business enterprises of the project went bankrupt, most forestry workers to fend for themselves. After 20 years of forest forest, forest policy, forest resources in China has made remarkable achievements in the strategic reserve, but the long-term development process, forestry economic development and talent supply imbalance seriously. Forestry Bureau as a unit of forest farm workers wages low, poor working conditions and other issues have become an important factor restricting the development of forestry professionals. This paper takes Yuncheng Forestry Bureau of Shanxi as an example, according to the survey of professional talents with the analysis of professional talents, to explore the professional talent strategy and the study point to any surface, to change China's state-owned forest professionals shortage of professional talents, breakthrough a fetter, has very important practical significance to improve their professional skills in primary units.Yuncheng Forestry Bureau in Shanxi Province, located in the southwest gate, is the main channel of Shanxi East and west direction, bears the protection of the ecological, protect people's livelihood, an important responsibility. Yuncheng Forestry Bureau of Shanxi with the "12th Five-Year" plan, realize the diversification of forestry economic development, has made remarkable achievements in economic construction, afforestation area of qualified completion rate of 100%, the ecological construction and the response of the Forestry Department of Shanxi province to promote the appeal of ecologically fragile areas, ecological protection zone construction, an important water source, vegetation restoration area, build a diversified the economic system of green economy, fruit economy and tourism economy, the introduction of talents, to cultivate and foster a backbone.This paper focuses on the current situation of professional talents of Yuncheng Forestry Bureau of Shanxi as the research object, by investigation of Yuncheng Forestry Bureau of Shanxi under the jurisdiction of 11 state-owned forest professionals status investigation, understanding and analysis of Shanxi Yuncheng Forestry Bureau of professional personnel present situation, the problems and causes, combined with home and abroad a number of related literatures, the personnel training strategy. The study pointed out that the total amount of talent in Yuncheng Forestry Bureau of Shanxi province had increased, the professional talent team is expanding year by year, but there is still a big gap with the rapid development of forestry economy. On the age structure of Yuncheng Forestry Bureau, Shanxi are dating of young professionals, and retired personnel become the main part of Forestry Bureau, the lack of education and professional skills with talent. In the regional distribution of talents, there is an imbalance of distribution, the role of talent and the talent potential is not fully play. Study shows that the causes of these problems from many aspects, mainly do not know the place existing forestry bureau talent development historical evolution process, personnel training and lack of funding, and the education system is not perfect, the forestry bureau of personnel policy in response to weakening, talent treatment, working conditions, personnel and logistics support and the development of the city of derailment. Thus, this paper draw on the successful experience of the construction of professional forestry system at home and abroad, put forward new ideas, strengthen leadership, strengthen education, improve investment, change system, adjust the personnel structure and personnel training measures to accelerate the deepening of reform of Yuncheng Forestry Bureau of Shanxi and the pace of development, and provided reference for China's forestry system other forestry bureau.
