The 18th National Congress of CPC stressed,in order to be more scientific and effective prevention of corruption,the reform of key areas and key links must be deepened,the anti-corruption legal system must be improved,the prevention and control of risk to prevent conflicts of interest.The prevention and control of risk has become an important measure to prevent and control corruption.The field of scientific research in Colleges and universities is the key areas for the prevention and control of corruption,and key links of prevention and control of risk.In recent years,with the development of the society and economy,China's scientific research in colleges is into the rapid development period.The source channel of colleges research funding is becoming more and more diversified and complicated,and the amount of scientific research funds is increasing which increase the difficulty of the management and use of scientific research.Frequently occurred research funding corruption cases sounded the alarm.The central government promulgated the "guidance on strengthening the risk prevention and control of the Independent Commission against corruption" and the"opinions of the Ministry of education on further regulating the behavior of scientific research in Colleges and universities" and other relevant provisions.In this study,the relevant provisions in the practice of the University as the research object,to explore the current situation of the prevention and control of risk of management of scientific research funds.By the loopholes of the investigation,analysis of the causes of the vulnerability,so as to improve the management of scientific research funds and the specific measures for the prevention and control of corruption.In this study,Through literature review,the concept and theory of independent risk prevention and control of management of scientific research funds are deeply studied,and the risk distribution,risk expression forms and so on are systematically expounded.The basic overview of the research object is clear.The present situation of the prevention and control of management of scientific research funds in Colleges and universities is analyzed.Based on the achievements and experience,the main problems of the independent risk prevention and control of management of scientific research funds in Colleges and universities are explored.The reasons for these problems are put forward,which provide the factual basis for the prevention and control measures against the risks.In this study,by comparing the methods,representative countries with successful experience in the field of prevention and control of scientific research areselected.Summarizes the successful experience of the United States,Britain,Singapore and other countries in the prevention and control of management of scientific research funds against the risk,put forward the common character of the management of scientific research funds have,such as the detailed legal policy,the good education atmosphere,the comprehensive system construction and the strict supervision system,etc,to provide reference and reference for the prevention and control of the independent risk prevention and control of management of scientific research funds in Colleges and universities in China.This study is based on the distribution and status quo of the risk of scientific research funds,refer to the relevant experience of the typical countries.Combined with China's actual,specific issues should be specific analysed.From four aspects of the inspection of the scientific research funding and risk prevention and control of the process of the scientific research project declare,project approval,implementation,acceptance,and from four angles of the perfecting law,strengthening education,improving the system and standarding supervision,respectively,put forward the specific measures for the prevention and control of management of scientific research funds to enhance the ability of independent risk prevention and control of management of scientific research funds in Colleges and universities,and promote the healthy development of scientific research in our country.
