In the history of the East and the West,social justice is an important issue.Since people come into contact with unfair situations,social justice has became all the needs and desires.In humanistic thoughts and evolution,social justice has an important position.Therefore,social equity has become the requirement.In Vietnam,social justice is received much attentions.In the political report of the eighth party congress proposed: "Every step of economic growth must follow the social development and social justice." In Vietnam,education equity is not only an important part of social justice,but also an important part of the society and economic development.The Vietnamese government is very valued education equity,and strive to let Vietnamese people get chance to go to school,and improve the quality of education.But due to the local society and economic development level is different,the development of education is unbalance.The balanced development is the purpose of the education.We can say that balanced development of education in Vietnam is very important to education development.Based on the above,this study aims to the gap between education of Northern mountainous and Southeast area analysis,insight into the unbalanced development of education in Vietnam,find out the reason and to explore the effective measures to resolve the problem.
