Research On The Countermeasures Of Talent Resources Development In Shaanxi Province From The Perspective Of The Silk Road Economic Belt

The construction of the Silk Road Economic Belt is an important idea which was put forward by president Xi Jinping for economic development and opening up from the national strategic and diplomatic strategic.The relevant provinces especially the five provinces of Northwest regard this as a significant opportunity to accelerate their economic and social development,and find a suitable target in the construction of the Silk Road Economic Belt.Shaanxi proposed building the new starting point of the Silk Road Economic Belt,and accelerating the construction of inland development and opening of Highlands.However,the realization of this ambitious goal cannot be separated with person who has knowledge,component,operation and management experience from all works life.As a first resource in economic and social development,talent resources play a crucial role in the construction of the Silk Road Economic Belt and its new starting point.Therefore,Shaanxi as a province in science and education,what the article studied is what the present situation,methods and influencing factors of Shaanxi talent resources development,how to effectively use the advantages of its science and education resource to develop more talents who can contribute to the construction of the Economic Belt Silk Road.The author uses Shaanxi talent resources development as the breakthrough point,and analyses the present situation of Shaanxi talent resources development.From those,the author find that the imbalance in talents structure,and in human geographical distribution,the great loss in talent resources,the low conversion rate in technology results and lack of attractiveness in vocational education are the main problems in Shaanxi talent resources development,and design questionnaire to doing a survey.After analyzing data,we obtained the technology and education environment,the using of employing units,regional economic level,University talent training program and national policy are the main factors of Shaanxi's talent resources development.On this basis,the author offers some countermeasures to promote Shaanxi talent resources development as follows.Deepening high education teaching reform,and fostering high-level experts for the construction of the Economic Belt Silk Road;vigorously developing vocational education,establishing and perfecting modern enterprise workers training system,and fostering high-skill talents for the construction of the Economic Belt Silk Road;using flexible diverse of incentive way,perfecting talent excitation mechanism,taping the potential of talents for the construction of the Economic Belt Silk Road;establishing talent repository and reserves library,building scientific performance evaluation,promotion,training and other talent resources management systems,spotlighting the aptitudes of talents in the construction of the Economic Belt Silk Road.The conclusions of this paper as follows: first,talents are the inevitable outcome of social history,the times produce their heroes.The construction of the Economic Belt Silk Road will provide a lot of opportunities for talents,and bring new turning point to the talent resources development in Shaanxi.However,talent resources development is a complex social system,it influenced by many factors;second,talent resources development is different from material resource,education,training,motivation and management are the means to have talent resources develop.Education is the fundamental way of developing talents' intelligence.Training is the important way to developing talents' skill and value appreciation.Incentive is the point of developing and excavating talents' potential.Management is the key to developing talents' performance and achieving optimal allocation;third,the combination of production-study-research is an important way to accelerating the growth of talents and realizing the value of technological innovation talents.The construction of the starting point of Economic Belt Silk Road is a great social program,its need all the people in Shaanxi contribute their wisdom and strength.As completing the process of building a moderately well-off society in all aspects,Shaanxi will need more high quality talents.Therefore,talent resources development in Shaanxi will continue to go on and become the norm.
