With the acceleration of economic globalization in recent years,the health care,education and economic development of the process of social development contradiction in different districts are increasingly prominent.How to promote the development of regional social development is an important issue to the key period of the constrction of the "Silk Road Economic Belt" in China.This study takes the constrction of the "Economic Belt" as an entry point,and builds an evaluation system based on the principle of "human development index" to analyze and evaluate the space-time characteristics of social development level in the"Economic Belt".According to the characteristics of the contribution degree of the social footprint indices in the "Economic Belt",we divided the "Economic Belt" into sections,and then put forward different development path for each city in the"Economic Belt" The conclusions are followed as below:(1)From 1990 to 2016,the social footprint indices of the "Economic Belt"showed an upward trend.The life expectancy index increased from 0.72 to 0.87 with an average annual growth rate of 0.72%.The education index increased from 0.29 to 0.59 with an average annual growth rate of 2.65%.The income index increased from 0.10 to 0.43 with an average annual growth rate of 5.67%.(2)From 1990 to 2016,the human development index of the "Economic Belt"showed a fluctuating upward trend,increasing from 0.27 to 0.61 with an average annual growth rate of 3.00%,and the social development level increased from a very low level(?b)to a medium-upper level(?a).The social development level in Tibet,Guangxi,Yunnan,Ningxia,Gansu,and Qinghai has always been lower than the average level of the Economic Belt.Social development level of cities among the top five are Chengdu,Karamay,Xi'an,Dalian,and Anshan.Social development level of cities among the last five are Hechi,Wuzhong,Weinan,Linzhi and Kashgar.(3)From 1990 to 2016,there are some differences of the contribution degree of the social footprint index in the "Economic Belt".The contribution degree of the life expectancy index(HD)is dominant,and shows a declining trend.The contribution of the education index(ED)shows a steady state.Although the contribution of the income index(GD)is small,it shows an upward trend.(4)The types of social development of 158 cities(leagues,states and regions)in the "Economic Belt" can be divided into six types.I.area only has one city-Chengdu,and its social development level is very high.For this city,it should maintain its existing development advantages,and establish a unified public service supply system for areas.Ib area includes 14 cities,such as Anshan,Benxi,and Dalian,which should optimize the industrial structure to develop ecotourism.There are 68 cities in IIa area,such as Wuhai,Baotou,and Daqing,and they should take the development path of low consumption.There are 44 cities such as Tongliao,Huludao,and Chaoyang in the ?b area,and they should improve the teaching quality system of education and promote economic growth with resource advantage.In the ?aarea,there are 14 cities,such as Altay,Tower and Nagqu,and for these cities,urbanization process should be accelerated to drive the overall development of the region.In the ?barea,there are 17 cities,such as Ali,Shigatse,and Gannan,for these cities,the government should carry out multi-dimensional and targeted poverty alleviation to promote the development of local medical treatment-education-economic.
