The allocation and management of educational resources is the key link of balanced development of compulsory education,and it is also an important issue that directly relates to education fairness.This paper studies the allocation and management of educational resources from the perspective of educational policy based on the present situation of compulsory education in Chongzuo city.Combining with literature analysis,policy analysis,comparative research,from school conditions,teachers,education funds etc.The author analyzes the present situation and existing problems of the allocation and management of compulsory education resources in Chongzuo city.After investigation and related data analysis,it is found that there are some problems in the allocation and management of compulsory education resources in Chongzuo City,such as the gap between compulsory urban and rural education and the shortage of students,the lack of overall educational resources and the lagging of infrastructure.The phenomenon of prominent,difficult to guarantee the quality of teaching;education funding at all levels of disparity,the total amount of compulsory education funding is low.The main reason is the regional economic development level of the constraints;by the impact of the original education policy;school adjustment layout is not scientific;teachers overall lack of resources,unreasonable teacher structure;funding a single channel,the use of low efficiency.Finally,this paper argues that can through the perspective of education policy,according to the reality of the chongzuo city compulsory education development of chongzuo city to solve current problems in the compulsory education resources allocation and management of policy thinking is put forward.The first comprehensive overall coordination,integration of activate resources,including scientific planning,rational layout adjustment school;Increase the intensity of foundation facilities construction,advance the success rate;Activate the stock of resources,strengthen the management and maintenance,etc.Second to precise configuration teacher resources,arouse teachers' intrinsic vitality,including adjusting the structure of teachers in urban and rural areas;To speed up the teacher training and training,improve teachers' professional image;Perfect the exchange mechanism,stimulate their own potential.Third to safeguard public funds investment,establish diversified funds raising mechanism,including the optimization of the structure of funds,guarantee funds stable investment;Establish diversified funds raising mechanism;Create the efficient use of funds supervision mechanism,etc.
