Compulsory education is a source of power for the sustainable development of a country's economy and society.The party and the government have repeatedly instructed to enhance the quality of education,highlightig the consistent attention.However,compared with the modernization of education,the reality of compulsory education in China still has a clear distance from the ideal:with the acceleration of urbanization,the phenomenon of "removing points and schools" in the middle and primary schools in remote areas is extremely prominent,making the geography of compulsory education resources allocation The distribution has a more serious imbalance.It is not enough to consider the fairness of the population to comprehensively and efficiently formulate relevant fiscal policies to promote fairness.Therefore,how to grasp the geographical fairness in the process of promoting the fair development of compulsory education,in order to realize the harmonization and unification of the fairness of compulsory education in terms of geography and population,has important practical significance for accelerating the construction of fairness of compulsory education.Compared with the fairness of the population,the geographical fairness of compulsory education is based on geographical indicators and considers the fairness of resource allocation.Based on the theory of public goods,the theory of educational fairness and the theory of externality,the fiscal policy is the realistic basis for realizing the geographical equity of compulsory education.Corresponding to the following policies:fiscal expenditure is its material foundation;national budget is its system.Guarantee:transfer payment is a strong support.After years of development,the fairness of compulsory education in China has been greatly enhanced in both scale and quality,but has it achieved geographical equity?In the work of combing the corresponding construction situation in recent years in China,the Gini coefficient method is used to replace the per capita resources with the resources of the unit student density,so that the geographical factors are included in the formula to examine its Gini coefficient,so as to measure the geographical equity status and find out The Gini coefficient increased more,the budgetary budget increased from 0.18 in the calculation of the average resource to 0.59,the number of computers increased from 0.13 to 0.60,and the number of full-time teachers increased from 0.21 to 0.7,and so on.The indicators of finance,property and people all rose from a relatively fair to a disparity,which also indicates that geographical fairness cannot be ignored in the measurement of the fairness of compulsory education development.On this basis,the provincial panel data is selected to construct a regression model to explore the influencing factors of geographic equivalence of resource allocation from the macroscopic perspectives of financial management system and economic development level.It is found through empirical evidence that the impact of fiscal decentralization is more obvious and the obligation is realized.Education geography fairness has an important driving role;the narrowing of the income gap between regions has a strong driving effect on the geographic fairness of compulsory education;and according to the results,it is found that the corresponding financial investment fairness does not bring enough fairness to the corresponding hardware and software environment.It can be assumed that the final implementation of financial resources is also an important direction for the next step.Based on the results of the above analysis,the corresponding policy recommendations are proposed,in order to provide reference for subsequent research and relevant decision-making departments.First,optimize the input mechanism,rationally arrange financial decentralization,cooperate with necessary transfer payments,and strengthen its implementation capacity.This is the fundamental measure to accelerate the promotion of fairness.Secondly,we should implement the transformation of financial resources and strengthen the input of material assets from the school buildings.To the computer,books,create a high-quality hardware environment for school-age children,at the same time,focus on building a strong faculty,improve the corresponding welfare to achieve talent guidance,create an ideal software environment for school-age children;finally as a supporting construction,improve legislation,build a perfect The indicator feedback system performs performance measurement,attracts social forces to participate,and so on.
