With the continuous deepening of China's education reform,to achieve educational equity has become a key stage in the field of education in the compulsory education stage,is a strategic task to promote education reform,the educational resources and educational policies and vigorously promote the balanced development of educational resources allocation has been to let the students can enjoy no difference in education,so that more students canenjoy the outstanding achievements of education reform has been very critical.In the "national long-term education reform and development plan(2010-2020" put forward clearly will promote a balanced allocation of educational resources to the strategic position,and then promote the development of the field of education fairness.And put forward the basic realization of regional education balanced target in 2020,to ensure that all the students can share the resources of compulsory education equality.The main research content of this paper includes: first,introduce the purpose and significance of the research background and significance,elaborated the content and structure of this paper and the research ideas and methods,and points out the innovation of this paper.Secondly,to carry out scientific and reasonable definition of fair education and compulsory education resource allocation theory from the relationship between the connotation definition,education fairness of compulsory education and basic attributes of fair education and compulsory education,and the relationship between the educational resources and the allocation of resources,to lay a solid theoretical foundation for the skeleton and the.Educational resources are the basis of all educational activities,educational resources are public good,the government is the main contributor and distributor of public goods,according to the meaning of compulsory education and balanced distribution of compulsory education.reasonable and scientific layout,Narrow the gap between schools.Again,analysis of the specific manifestations and consequences of differences in compulsory education resources,which lays a solid foundation for the later narrative.Finally,from the perspective of education fairness improvement countermeasures and suggestions of the optimal allocation of resources in compulsory education,which is the focus of this chapter,this article from the policy,capital,resources to establish a sound mechanism to promote the equalization and four aspects of the balanced development of regional economy to improve educational equity from the perspective of compulsory education resources optimization allocation is proposed effective suggestions or opinions.Government as the main manager and policy guide of complulsory education,take a long view,plan scientifically,chang ideas,and next,from the perspective of fairness,an analysis of the causes of the unbalanced resources of compulsory education in District J of Chongqing.Last,Starting from the public management function of the government,Macro control of educational resources by the government(human,material and financial resources),J District should give financial support and legal protection when necessary in term of policy,how to optimize the resourse allocation of compulsory education,so as to realize heathly development of education in J District.Government as the main manager and policy guide of compulsory education,forward looking,scientific planning,change of concept,actively develop group run schools and encourage private run schools,district J has great potential for development in group education and non-governmental education,the government should focus on policy,taxation and system,financial support and legal protection when necessary,historical proof,group run schools and private schools relieve some educational equity issues of scarce educational resources of public school,and improve the transfer payment ability of government finance,establishment and improvement of inspection and supervision mechanism,this paper puts forward some suggestions on how to optimize the allocation of compulsory education,So as to realize the healthy development of education in J District.
