Analysis Of The Allocation Of Compulsory Education Resources Under The "Comprehensive Two Child" Policy

"Comprehensive two children" policy has been more than a year,its brings the birth population changes have been attracted much attention.According to the relevant population experts estimate that "comprehensive two children" policy of the first year is expected to bring 500 additional births.Then will decrease year by year,the policy is expected to total will bring new population of about 30 million.This incremental for China the most populous country is not big,but the positive effects of potential is very considerable."Comprehensive two children" policy will affect the population quantity,population size and structure of the whole country,therefore we must have corresponding education resources to match it.Education resource configuration of the need to plan ahead.This paper firstly combed the history population policy change and its influenceon to compulsory education resources allocation,through the literature research to find the train of thought and innovation points.Second,research by human resources,material resources,financial resources three indicators to analyze compulsory education resources allocation situation in the eastern region、the central region、the west region.The education of human resource selects student/teacher ratio index;The education of material resource selects the school quantity of per million undergraduates,the school building area of each student,covers an area of each student;The education of financial resource selects education funds of each student and embrace public education budget expenses of each student.Through the study of the country compulsory education resources allocation of all provinces of the eastern region、the central region and the west region,we know whether compulsory education resources allocation is disequilibrium between regional,and we also know whether compulsory education population development is effective.We forecast the quantity of increase of the population by a kind of population forecast model,we use the sixth national population census data in 2010 as a benchmark,and the birth rate,mortality,and migration rate,then we calculate the quantity of increase of the population of 2011-2060 years under "comprehensive two child" policy.They are in different age,different region,between urban and rural region.Finally it is concluded the proportion of the increase of the compulsory education population in 2011-2060 years.We analyse the conclusion item by item,and we compare the compulsory education stage in three indicators in different areas.we hope to provide the corresponding policy recommendations of the compulsory education resource planning in the future.They mainly include to research the scientific exploration of compulsory education population development scale actively;compulsory education resource allocation standard is given priority to government in the promotion of justice;to training teacher resources in advance,to carry out the implementation system of rotational teachers;to promote the education funds system reform;develop economy,improve the development conditions of education in poverty-stricken areas,etc.
