| Compared with imprisonment correction,community correction serves as a more humanist,socialized penalty execution pattern.Since its implementation in the western countries in the late 19 th century,community correction,benefitting from its unique advantages in terms of human rights development and benefit principle,as well as its dual values of punitive and restorative approaches,has been widely used in the reforms penalty system in many countries across the world.In China,since 2003,the pilots of community correction have been applied,and by 2009,the projects of community correction have been proceeding smoothly throughout the country.Thanks to the six years of study and exploration,a well-defined system of community correction has been established.In 2012,Methods for the Implementation of Community Correction marks a new round of institutionalized and standardized system of community correction in China.According to Methods for the Implementation of Community Correction,“Public-welfare personnel and volunteers under the guidance of the agencies of community correction engage in various programs of community correction.” However,due to such factors as thinking patterns,institutions construction,and economic growth,public-welfare personnel in China(not least in Gansu,the under-developed area in Northwest China)are difficult to bring their initiatives into full play.In community correction,public-welfare personnel are highly-accomplished to apply their professional ideas and methods to effectively correct offenders' psychologies and behaviors,which is also a best choice to make full use of social resource in all aspects and to help offenders mend their way and make their due contribution to the society.The successful experience of community correction in the western developed countries and the related innovation practice in Shanghai,Hong Kong,Macao and Taiwan have proved that it is necessary to well integrate community correction into social programs.This study,based on the specific conditions of Gansu,Northwest China,focuses on the field research of D City in Gansu.It has introduced the details of community correction in Gansu,analyzed the related problems,such as public recognition and difficulties and risks of community correction in the localities,and attached importance on the analysis methods and path designs for community correction – an integrate part of social programs.This study consists of four parts:The first part,namely,the first chapter,introduces the research background and its significance.It from three perspectives,discusses the necessity of integrating community correction into social programs: policies and regulations,effect of correction,and actual development.It conducts the feasibility analysis in terms of concepts,professional methods and vocational ethics.This chapter reviews the development of community correction,sums up the relevant research on integrating community correction into social programs both at home and abroad,defines the related concepts,and introduces some innovative achievements which have been registered.The second part,namely,the second chapter,analyzes the current situation of community correction and its integration into social programs in D City of Gansu,shows,through some cases,how community correction has been well integrated into social programs,and sets forth some problems which are to be addressed.The third part,namely,the third chapter,based on the problems above,analyzes such aspects as concepts,professional operation,institutional construction,channel buildup,and assessments.Besides,via research data and case studies,it makes a deep-seated exploration on community correction's integrating into social programs.The fourth part,namely,the fourth chapter,discusses path designs.From the three perspectives of indirect intervention,direct intervention and mixed intervention,it conducts a study on path designs of community correction's integrating into social programs which is well suited to the specific conditions of Gansu areas. |
