Research On Cultivation Of New Professional Farmers In Xunyi County

The way out for agriculture is modernization,and the key to agricultural modernization lies in scientific and technological progress.We will adjust the route of agricultural technical progress in timely,and strengthen the construction of agricultural scientific and technological personnel,cultivate new professional farmers.(Xi Jinping,2016).The new professional farmers are the important human resource supporter of our country's agricultural modernization.Although the cause of “cultivation of new professional farmers.” in our country has just begun,its significance to the future development of agriculture in our country is obvious.Cultivating new professional farmers is an inevitable strategic choice for china's agricultural modernization and building a well-off society in an all-round way,which is also the top priority of “three rural” work.In recent years,the reality of the large number of transfer of rural labor force,the low cultural level of household labor,serous aging population has badly restricted the healthy development of agricultural production,especially the apple industry in Xunyi county,and also seriously affected the progress of new rural construction and the development of agricultural modernization in the whole country.How to increase the intensity of rural labor force training,comprehensively improve the quality of workers,cultivate a group of new professional farmers knowing technology,operation and good management as soon as possible has been more and more urgent.Taking xunyi county of Shaanxi province as an example,taking big growers,breeding farmers,responsible person of professional cooperatives,family farm managers,and the new type of agricultural business people hired laborers,farm machinery,rural broker,sellers of agricultural materiel as the object of new professional farmers.Adopting the methods of literature research,questionnaire survey and in-depth interview to study the current situation of cultivating new professional farmers in Xunyi county so as to propose measures and policies.The author made a discussion on the basic conditions of new professional farmers' cultivation,all kinds of current situation of development of new professional farmers-to-be,fostering policy of government departments,the effect of current cultivation in Xunyi County,analyzed the existing problems in the cultivation of new professional farmers in Xunyi County.At the same time,the deep reason of problem and obstacle factors were analyzed,and from cultivating object,breeding system,cultivating environment,the author put forward the cultivating object has a deviation,low overall quality,limited training time;the training system is weak,the management is weak,the accreditation system is incomplete,and the training chain is missing.The cultivating environment exists eleven problems,for instance,the industrial structure is single,the land circulation is difficult,the supportive policies is not operational,the agricultural insurance system is not perfect.What's more,in response to these problems,this paper proposed five countermeasures: creating atmosphere and expanding the scope of cultivating objects;integrating resources to create a superior breading environment;improving the system and formulating the certification system scientifically;optimizing the industry to win the competitiveness by the brand;detailing policies to improve agricultural insurance levels,which can provide reference for the decision-making of relevant government departments.At the same time,it also provides some practical reference for further promoting the cultivation of new professional farmers in the county area and the customs of Shaanxi province or some similar regions.
