Study On The Cultivation Of New Professional Farmers In Burjin County

In 2012,Document No.1 of the Central Committee pointed out for the first time that it was necessary to vigorously cultivate new professional farmers.Since then,Document No.1 for many years has mentioned the cultivation of new professional farmers.The key to developing new-type professional farmers is to fundamentally solve the problem of "who will plant the land and how to plant it" in rural areas.Burqin County is a relatively backward area inhabited by ethnic minorities,such as agricultural economy and technology.Agricultural production is in a critical period of transformation and upgrading.It is urgent to cultivate new professional farmers who can meet the needs of agricultural modernization and rural revitalization.Burqin County has made some achievements since the cultivation of new professional farmers,but there are some problems in the development process.The cultivation system of new professional farmers still needs to be improved.Through literature analysis,this thesis summarizes the relevant research of domestic and foreign scholars on the cultivation of new professional farmers,and sorts out the development course of the cultivation of new professional farmers in Burqin County.Through on-the-spot interview and questionnaire survey,the present situation of cultivating new professional farmers in Burqin County was investigated.On the basis of Kirschner’s four-level evaluation model,combined with the specific situation of Burqin County,this thesis evaluates the effect of cultivating new professional farmers from four dimensions: reflection,learning,behavior and results,determines the evaluation system of cultivating new professional farmers in Burqin County,makes an empirical evaluation of the effect of cultivating new professional farmers in Burqin County by using analytic hierarchy process and comprehensive index method,analyzes the problems existing in the cultivation of new professional farmers in Burqin County at present,and puts forward some countermeasures and suggestions for optimizing the cultivation of new professional farmers in Burqin County.Through the analysis,the main conclusions are as follows: First,the cultivation of new professional farmers in Burqin County has achieved certain results,improving farmers’ production skills and their ability to get rid of poverty and become rich.However,according to the evaluation and analysis of the cultivation effect of new professional farmers in Burqin County,it is found that the comprehensive index of cultivation effect of new professional farmers in Burqin County is 0.489.According to the evaluation standard,the result is "medium",which means that the cultivation effect in Burqin County is not obvious.And the comprehensive index of learning evaluation in response evaluation is 0.565 and 0.553,respectively.According to the evaluation standard,the result is "good",which means that the effect of cultivation is better in farmers’ response and the rate of qualified study.The comprehensive indexes of behavior evaluation and result evaluation are 0.450 and 0.472,respectively.According to the evaluation criteria,the results can be judged as "medium",which indicates that the application of cultivation in actual production and the actual benefits are average.Secondly,there are still some problems in the cultivation of new professional farmers in Burqin County,such as low overall quality of training objects,unscientific cultivation forms,mismatch between cultivation supply and demand,weak cultivation teachers,lack of perfect cultivation system,lack of supervision and incentive mechanism,etc.Finally,in view of these problems existing in the cultivation work in Burqin County,some corresponding suggestions are put forward in terms of creating a good cultivation environment,constructing a scientific cultivation system and perfecting the cultivation management system.
