In twenty-first Century,with strategic adjustment of China's economic structure,the rapid development of new and high technology,and industrial upgrading,higher education is needed to provide intellectual support.Along with the rapid development of social economy and the continuous improvement of people's living standards,people's desire to accept the higher education is rising;higher education develops from the past "elite education" to"popular education" as well.Polytechnic,as a new type of higher education,has irreplaceable special status and role in the higher education system of our country.The Ministry of Education is actively pushing forward the reform of institutions of higher education,and demands the new colleges and name change of universities must be Polytechnic-oriented.Insurmountable difficulties existing in the development of the current third batch of undergraduate,the transition of the third batch of undergraduate is not only the realistic choice of the colleges and universities,but also the inevitable requirement of the development of China reform of higher education.Institutional Path Dependence Theory is applied to the study on the implementation of Chinese national policy toward transition from the third batch of undergraduate to Polytechnic with use of research methods of documents study,comparative studies,and case studies.Based on the data and research of its transformation plan,the development of the college orientation,training plan and the change of the curriculum system setting,and teaching staff construction of Chongqing Institute of Humanities Science and technology,the study analyzes the actual problems encountered in the third batch of undergraduate and the related policy of the current state issued and the regulations the Chongqing municipal government issued,and puts forward effective suggestions to the transition and development of the third batch of undergraduate from the practice and the policy perspective,such as establishment of demonstration project,perfecting decision-making mechanism,implementation of democratic school-running authority,perfecting fund-guarantee and teacher's stability guarantee mechanism.This thesis attempts to closely link national and Chongqing Municipal Government policies,highlights the typical,representative research object,makes the study results true and practical to supply policy guidance and decision-making references to some extent for the transition of the third batch of undergraduate.
