As a relatively enormous group,undergraduates of public college are an important part of our country's students who accepted higher education.The formation and development of this group has a relatively profound social background and a relatively long historical development process.The education situation of undergraduates in public colleges will directly affect the implementation of the national talent strategy.Therefore,how to ensure that public college students to enroll and ensure the successful completion of their studies has become a pretty important issue.To some extent,in the same condition,the pressure on the students with family economy difficulty is difficult will be greater.To this end,in 2007,China promulgated"suggestions of the State Council on the establishment and improvement of subsidies policy system for students with family economy difficulty in undergraduate colleges,higher and secondary vocational schools".The suggestion provide the relevant policy insurance,which ensure the students won't be unable to go to school for family economic difficulties.For now,China has established a variety of subsidy systems that consist of national inspirational scholarships,national grants,student loan(credit loans of origin of student and national student loans),educational subsidies for retired soldiers,tuition compensation,tuition reduction and exemption,work-study scholarship,national scholarship,and so on.But China's subsidy policies and systems for poor college students are still constantly improving.Especially in the Guangxi public colleges of underdeveloped southwest areas,as the scale of disadvantaged students of rural and urban colleges in the autonomous region is pretty large,the number of students demand for subsidies is tremendous.Thus,in 2007,since the implementation of subsidies policy national college student,what are the development experiences of the subsidies policy of public undergraduate college?How is the implement status of subsidies policy in public undergraduate college?What problems did they encounter during the implement?What are the extra shortcomings?What parts of the subsidies system still demand to be improved?Based on studies of other scholars,inquiring related policies and data,the essay conducted a study and investigation on five public colleges in Guangxi province.Under the premise of the combination of theory and practice,the above several major issues were analyzed.According to China's actual situation,the corresponding ideas and strategies are put forward for standardizing and improving the subsidies policy and systems for college students.In summary,based on the above logical ideas,this essay is divided into six chapters:The first chapter is the introduction part,which mainly establish the main research of the thesis,and clear the study background,and sort out and summarize the relevant research status of the thesis.And it determined the purpose and methods of research.The second chapter mainly summarized the development stage of the higher education subsidies policy since the foundation of China.The chapter is divided into three main stages:the first stage is from the whole "free acquisition" to the "part of acquisition with payment";the second stage is from the "single subsidy" to the "diversified subsidy";the third stage is from"help the poor" to "encourage the excellent".In the third chapter,through requiring relevant data,I summarized the implement achievement and relevant organization situation of subsidies policy of college student in part areas of Guangxi.I strenuously to have a preliminary understanding about implement degree of student college subsidies policy in Guangxi.In the fourth chapter,after compiling and ordering questionnaire of investigating and interviewing,I did a research deeply through five public colleges in Guangxi.Questionnaire is mainly towards the full-time undergraduate students in target institutions.I inquire for relevant persons in charge of the class during the break time between the lessons,sending the questionnaires are sent to the students surveyed,with the cooperation of the secondary college counselor teachers.Students are gathered together,limited to hand in their questionnaire within half an hour.A total of 1,500 paper questionnaires were sent out toward the student.As of the end of the questionnaire survey,I collected 1412 copies of the questionnaire,and the recovery rate is 94.13%.After sorting out and screening,excluding the wrong fill,missing fill,malicious fill and incomplete answer,finally,1366 copies of valid questionnaires has been identified,prepared for the subsequent study.The interview and survey are mainly towards the secondary college counselors in target institutions and the staff of the College Student Subsidies Management Office.I interviewed a total of six secondary school counselors and two staff members and written logs of interviews.The fifth chapter mainly analyzes the data in the investigation and studies,and problems and shortcomings of the subsidies policy in the process of implementation are found out.After the analysis and induction,the main problems of implementation process of the target college students subsidies policy contains follow points:The popularization of College student subsidies policy is not enough;the identification towards the poor students are fuzzy and unreasonable;during the implementation process of subsidies policy,corresponding mechanism of supervision and feedback is lacked;guidance by school is lacked for the students who are subsidized;work-study subsidy is not adequate,and management is not standardized.Towards the problems of the previous chapter,the sixth chapter point out several main measures for improvement:the scale of the popularization of the policy should be augmented;the system of subsidies and education should be standardized;work-study management should be standardized;the construction of relevant law should be strengthened.
