Talent is an important driving force for the progress of social civilization,the prosperity of the people,and the prosperity of the country.In October 2017,General Secretary Xi Jinping made clear in the report of the 19 th National Congress of the Communist Party of China,“People with talent are a strategic resource for China as it endeavors to achieve national rejuvenation and stay ahead in international competition.We must follow the principle of the Party exercising leadership over personnel,assemble the best minds across the land and draw fully on their expertise,and step up efforts to make China a talent-strong country.We will pursue a more proactive,open,and effective policy on training competent professionals…With this,we aim to see that in every field the creativity of talent is given great expression and their ingenuity and expertise flow freely,” The policy vision of “three more” fully endows the new orientation,new mission and new pattern of talent work in the new era.Chongqing is an important strategic fulcrum for the development of the western region and plays an important strategic role in the construction of “the Belt and Road” and the Yangtze River Economic Zone.In November 2017,in order to implement the central decision-making arrangements,the spirit of the third plenary session of the fifth session of the Chongqing Municipal Party Committee put forward “the eight strategic action plans and three major battles ”,among them,the Talent Strong City Strategic Action Plan fully demonstrates the general outline of the talent work in Chongqing.How to transform opportunities and plans into new economic growth advantages,talents as endogenous power,especially scientific and technological talents,are the core elements.Therefore,this paper focuses on the policy of scientific and technological talents in Chongqing under the policy background of strong talent city,evaluates the effect of the policy by combining qualitative and quantitative methods,and optimizes the policy according to the analysis of the evaluation results.The article is divided into 7 chapters to evaluate the effect of the policy implementation of scientific and technological talents in Chongqing.Chapter 1 is the introduction,this chapter mainly introduces the research background,research significance,research status at home and abroad,research content and methods,research ideas and innovation points;Chapter 2 introduces the core concept and theoretical basis,through reviewing and combing the literature,defines the core concept of this paper,and introduces the incentive theory,human capital investment theory,behavior decision-making theory,which lays a theoretical foundation for the policy generation mechanism;Chapter 3 analyzes the general situation and implementation status of the policy.Under the background of the policy implementation,it reviews the talent policy,analyzes the development of the policy including the development process and development characteristics,then analyzes the implementation status of the policy;Chapter 4 is the construction and evaluation method of the evaluation index system for the implementation of the policy.Firstly it determines the design ideas,secondly it constructs the evaluation index system including the principles of index selection and so on,finally the evaluation method of the implementation effect of the policy is determined,which mainly refers to the steps of the method;Chapter 5 is the empirical analysis of the evaluation of the implementation effect of the policy.In this part,the evaluation process is carried out: the evaluation data is obtained and processed,the weight value of each part,the first grade index and the final fuzzy comprehensive evaluation value;Chapter 6 is the suggestions to improve the implementation effect of Chongqing science and technology personnel policy,mainly according to the evaluation results and existing problems,put forward the countermeasures and suggestions for the policy;Chapter 7 is the summary and prospect,this article summarizes the research and points out the lack of research and future prospects.
