Research On Current Condition And Countermeasures Of National Physique Monitoring In Background Of Big-data

In August 2016,at the National Health Conference,President Xi stressed: There is no comprehensive well-off without health for all.National Physique Monitoring is the beacon of health for all,which has a great importance in leading the national health into a bigger step.By the method of literature material,expert interview and logical analysis,this research puts forward countermeasures on the usage of big data technology during the process of national physique monitoring,based on a comprehensive carding of 2014 Changsha National Physique Monitoring Work through case study.Studies showed that,the working status of Changsha national physique monitoring in 2014 covered following six aspects: organization and leadership,monitoring network,monitoring tasks,monitoring objects and sampling,monitoring contents,monitoring steps.Among all six aspects,on the organization and leadership,some certain success has been achieved regarding the usage of “big data” technical support,but some deficiencies still exist,such as all leading institutions came from government departments,all funds were allocated and used directly by the government,the promotion mode was basically “top-down” and so on;on the monitoring network,balanced characteristics were reflected but the urban-rural disparity and the mobility of the population were ignored;on the monitoring tasks,the sharing of “big data” technology platform involving three systems about decision,operation and support has come into an implementation at the macro level,but within the operation system on the micro level,the horizontal resource-share from different territories was hard to achieve,although the vertical resource-share from the same territory has been realized,for example,the cooperation among some service facilities like street offices,old-age service facilities and community property management,was still at low level;on the monitoring objects and sampling,there are some disagreements about setting the urban and rural dual structure about the monitoring objects;on the monitoring contents,special populations like disabled people cannot get enough attention they deserve,in addition,about the questionnaire,some problems still need to be solved during the process of distribution,filling and collection,such as many people finished the questionnaire with their perfunctory due to the lack of understanding about the questionnaire;on the monitoring steps,the feed forward control could be more prospective,the process control should be more flexible,and the feedback control needs to be more critical.Conclusions: There are government absents in National Physique Monitoring;There are hardware shortages in National Physique Monitoring;There are lacks of talents in National Physique Monitoring;Working philosophy still can be improved in National Physique Monitoring;Some theoretical misunderstandings exist in National Physique Monitoring;National Physique Monitoring needs more social supports.Suggestions: defining government functions;increasing resources input;cultivating monitoring talents;improving the technical environment;accelerating subject integration;facilitating social participation.
