Study On Changes Of Policy Of Mass Sports For The Disabled In China

China is at a crucial stage to build a well-off society in an all-round way.If the disabled cannot achieve moderate prosperity,the discussion of a true sense of the comprehensive well-off is meaningless.Participating in the physical activities helps disabled people to continue rehabilitation and take exercise,which has a positive impact on people with disabilities that help them integrate into the society and enhance the quality of life.Under the background of building a well-off society in an all-round way,opportunities and challenges for the development of mass sports for the disabled exist simultaneously.The development history of China's policy of mass sports for the disabled is more than 30 years.In this period,the mass sports for the disabled has achieved undoubted success,but still left disadvantages.The policy of mass sports for the disabled is the protection of the benign operation of mass sports for the disabled.Meanwhile,it restricts and guides the development direction of mass sports for the disabled.Therefore,a systematically study on the policies of the mass sports for the disabled is necessary.The study undertakes an analysis of the changes of policy of mass sports for the disabled.The research methods include literature material method,logic analysis,and historical study.The study illustrates that mass sports for the disabled in China policy vicissitude course can be divided into four stages: the preliminary formation stage(1983-1989),the legalization stage(1990-2000),the systematic specification stage(2001-2008),the integrated development stage(since 2009).The characteristics of the policy change are as follows: policy goals continue adapting to the existing situation;the number of policies increases;the content of the policy is constantly enriched and refined;policy subjects presents diversified characteristics;supervision and evaluation of the policy become more commonplace;the guidance of the event and external drive are prominent.The motivations of policy change mainly include: the economic system reform and the development of economy,the transition of the function of the government,the change of the view of Chinese society from people with disabilities,the regularity of development of China's sports,growing diversity fitness needs of the disabled,the influence of the international paralympic sports.The deficiencies exist in the current policy of mass sports for the disabled are as follows.The policy is increasingly practical,but the goals of the policy are not specific enough;some supporting measures have already been made,but policy system still needs to be improved;perspective and guidance of policies are improving,but the achievements are inadequate;the features of the policy are not prominent enough which reflects the slow process of acting on international convention;the degree of democratization of policy decision is not high enough;policy execution blocks;The strength of monitoring and evaluation of policy is insufficient.The study makes the suggestions,aiming at make up the deficiency of the development of the policy for disabled people.It suggests to improve the quantitative degree of policy goals,establish a standard system,improve perceptiveness and guidance of the policy,ensure the duration and operability of the policy,speed up the legislative process which promotes the form a complete set of policy and law,improve the scientific and democratic policy-making process,increase capital investment,clear responsibilities of all departments,and build policy supervision and evaluation mechanism.
