Research On The Efficiency Of The Disabled Mass Sports Resource Allocation

Caring about the sports for the disabled is not only the embodiment of a country’s highly developed material civilization, but also an important part of a country’s spiritual civilization. Efficient allocation of the sport resources for the disabled mass is the premise to guarantee the long-term disabled mass sports. However, few researches are carried out to investigate the allocation of the sport resources for the disabled mass by far. This paper innovatively employs the data envelopment analysis (DEA model) to analyze the efficiency of the disabled mass sport resources instead of for healthy people which have been studied for many times. Meanwhile, interviews with the personnel in Zhejiang Disabled Person’s Federation and the field survey about the actual usage of the disabled mass sport resources in Zhejiang province were carried out to seek for the causes for low allocation efficiency in the disabled mass sport resources in Zhejiang, and corresponding improving suggestions are put forward.Firstly, DEA model is adopted in this paper to analyze the allocation efficiency of the disabled masssport resources in each province in China, discovering that the comprehensive efficiency of the allocation of the sport resources for the disabled mass in Zhejiang province is as low as0.303, smaller than the national efficiency0.373. Causes for the low efficiency in Zhejiang province is analyzed from the perspectives of pure technique efficiency and scale efficiency. Then, a comparison is made between the allocation efficiency of the disabled mass sport resources and that of the disabled competitive sport resources, with a finding that the former is higher than the latter. According to the data and the field research, many of the disabled sport resources in Zhejiang province flow from mass to competitiveness with the highest redundancy is as high as80%. Obviously, changing the input structure of the disabled sport resources between mass and competitiveness could help improving the allocation efficiency of the disabled mass sport resources in Zhejiang province.In order to explore the deep reason for the low resource allocation efficiency, the author paid several visits to Zhejiang Disabled Person’s Federation to do the site inspection on the actual us age of the sport resources for the disabled mass in Zhejiang province, and investigate the operating mechanism of the sport resources allocation for the disabled mass in Zhejiang province deeply. It is found that the great unbalance between the disabled mass sport resources and the disabled competitive sport resources leads to the serious shortage of the disabled mass sport resources, which in turn results in the fact that the efficiency of the disabled mass sport resources allocation is lower than the national level. At the same time, the under-utilization of competitive resources, or to some extent, its waste becomes the major reason for the fact that the efficiency of the disabled competitive sport resources allocation is lower than that of the disabled mass sport resources allocation.To this end, the paper proposes several methods to increase the efficiency. Firstly, reasonably distribute the competitive sport resources and mass sport resources to optimize the resources’distribution structure; secondly, straighten the relations among different departments to increase the operating efficiency of resource allocation; thirdly, improve the mechanism of the disabled mass resources allocation and encourage the disabled people to participate in physical exercises by propaganda.
