With the raise of special education promotion plan(2014-2016)and the "healthy China 2030" planning outline,the prevention and rehabilitation of children and persons with disability draw a lot of attention.It is no doubt that physical exercise is good for the growth and development of children.But for the children with developmental disability,their functional disability led them have special education needs.We have to think about how to include these children into physical activities successfully.This study based on the special needs of these children and characters of body and mind,considering theory,principles and methods of inclusive activity design,analysing STEP model structure,application process and specification,combined with relevant case,we will give a plan of inclusive activities of different themes to give theory support and practice instructions for the development of China inclusive physical education.The study shows that(1)analyse the components of STEP model and the relationships of these components with the view of ecological systems theory and social adaption theory,reveal the application mechanism of STEP model.(2)Combine STEP model with the character of human body development,we give a design method and theory framework for the inclusive physical activity for children with development disability—it is inclusive physical education spectrum for children with development disability.(3)We use work analyse and behavior study do inclusive physical activity experiments of basketball,football and game themes.We developed inclusive physical education design methods and basic logic,which is perfect match the law of development of children(4)we should put perceptual intensive training into the design of inclusive physical education,create a feeling of organ receives input information and cause the reaction of consciousness,enhance the precision of the developmentally disabled children's feeling of ontology,to strengthen the development of children's movement perception ability(5)cultivation of the role of volunteers and standardize service are important factors to ensure the effectiveness of inclusive physical activity.
