The principle to proceed in order and step by step is one of the radical teaching indicators.This principle generally means that teaching must follow the logical order of disciplines and the phsychological developmental order of children (Two Orders),so as to ensure that children can develop their competence,promote their healthy development harmoniously in mind and body,and grasp the basic knowledge and the technique of every discipline orderly,systemticly and gradually.This principle has long been expounded by educationists domesticly and abroad,with its importance emphasized.By and by it has been a popularized and matured teaching principle.When mentioning the principle to proceed in order and step by step ,people usually understand it from a practical aspect-exactly to say ,from the concern of teaching proceeding and methods.however.to really combine and integtally unify the Two Orders,it is far from enough to merely consider this principle an indicator for particular teaching activities. Only by re-examining the principle from a higher vision,especially from its influence to curricula establishment,can the combination between the Two Orders be realized. I view the principle to proceed in order and step and step chiefly as follows:timely combine the Two Orders hi teaching.present the most proper content to children at their most proper age with the most appropriate methods and patterns.promote children's health and harmonious development in both mind and bodyso to realize education's high quality ,high speed and high efficiency.From above ,a condusion can be easily drawn that it is the key for teaching to have such curricula as to ensure children to develop maximally at their most proper phases of age .Researches in infantile phsychology and developmental phsycholgy suggest that children's development in maths -physics thinking comes behind their linguistic development.But at present curricula for primary school include mathhs and Chinese simultaneously,short of adequate conception of number and support of idea,especially when their linguistic competence hasn't sufficiently developed,children can't well understand the specialized asbstract words in maths,so they usually memorize mechanically the concepts,formulas and theorems. Thus it brings difficulty for children and even failure in their maths learning,while their linguistic competence.either in mother tongue or foreign languages.can't develop very well in the sensitive stage of linguistic development.Therefore,during the early stage of foundamental eduucation,we must stress children's linguistic development according to their developmental order of cognition,and then stress their abstract competence in maths after their linguistic ability has fairly developed. Comparatively elementary education is the very period when children's innovative spirit and creative thinking develop fast,and now fostering adolescents'innovative spirit and ability to practice is seen as the element pattern in enforcing all-competence education,but it has not been enough valued, either as the subsidiary of displines teaching,or only launching some little creativation and some little making.But these are far away from fastering large quantity of new type of capable person with creativity,so exploiting students' creativity should be made one of school education and some special curriculums should be established in the period of fundamental education.This paper,with some educatinal experiments,takes the curricula innovation of English,maths and creativity in Fundamental Education for example,to prove:English had best be learned as early as possibleput off maths-learning to later timeestablish a specific curriculum to exploit and foster students' creativityThis paper raise the point that curricula establishment in elementary education should follow the law of children's mind-body development and seize their key development stages.Such patterns not only can lighten students' leaning burden,promote their harmonious and healthy development in mind...
