Nowadays, the social economy in our country is in the process of the rapid development. In this case, speeding up the construction of spiritual civilization plays a crucial role in the economy development and society progress. The ideological and moral construction is the soul of the construction of spiritual civilization, which determines the direction and nature of the construction of spiritual civilization.Strengthening the ideological and moral construction is the premise and basis to improve the national quality.University is the cradle to train high-quality talents. In addition, the time spent in the university is the critical period for scientific orientation in our life, is also the best period for the high-quality talents to grow healthily, and is the important window which can influence, radiate and stimulate the improvement of the national quality. Therefore, the construction of ideological and moral education system,which is scientifically normalized and operable, is a significant safeguard for both the health growth of college students and the cultivation of the high-quality talents; it is also the most important point in comprehensively promoting the quality education.In Japan the national quality has been raised with the help of fruitful national moral education. It only takes nearly 50 years to achieve the rapid economic recovery after World War ?, which was completed in two hundred years in Europe and America. This "the Japanese Myth" attracts the worldwide attention.Although in different development stages and with social attributes, China and Japan have similar history and culture, and are in the common dilemma, that is, there is a large population but per capita resource. Therefore, after deeply probing into the content, approaches and methods of the university students' ideological and moral education in both countries as well as the problems they are facing and their solutions, the excellent achievements that Japanese ideological and moral education has made are used as reference, its practical experiences are analyzed and its developing ways are learned in order to form an insight into the core elements of its success and to improve the ideological and moral education in Chinese higher education through comparative study.
