By the end of 2015,the migrant population in China reached 247 million, accounting for one-sixth of the total population. At the same time, the population of the new generation of migrants is still growing, according to the latest dynamic monitoring data of migrant population, found that the proportion of the new generation of migrants in 2015 reached 51.1%,became the principal status. With the population flow, urban and rural household registration system of settling problems become the hot topic in the government, the scholars and the public. In recent years, many policy documents for non-resident population transferred Hukou to cities have been frequently introduced, such as "National New Urbanization Planning 2014-2020" and "Plan of Promoting 100 Million Non-Household population Settled in Cities".At present,we have fully open the restrictions on the settlement of small towns, relax large and medium cities in the conditions, but the guide of migrants settled in a small town is still the mainstream view. However, there is a contradiction between the big city preference of migrants and the policy orientation of the small town. So,under the background of the current policy,it has very important theoretical and practical significance to explore the intention of Hukou transfer to city of new generation of migrants and their choice affected by what factors.Firstly, this paper carried on a sociological analysis of new generation of migrants, described their size, features and trends by using the national dynamic monitoring data of migrant population in 2010 and 2014.On this basis, this paper described the intention status in three different types of cities, from individual factors, family factors, flow factors and social integration factors,by using the C volume of data.Overall, the intention of Hukou transfer to city of new generation of migrants accounted for 50.86%,is not high. But after the distinction between the size of the city, the intention of Hukou transfer to super-first-tier cities up to 69.9%,51.6%of the new-first tier cities, second and third-tier cities accounted for only 36.63%.The larger the size of the city, the stronger the intention to transfer Hukou to city. Then,in order to study the influence of different factors on the intention of Hukou transfer to city of new generation of migrants, the individual factors, family factors, flow factors and social integration factors were studied through interactive analysis and binary logistic regression analysis. The results showed that,in family factors, family income, type of Hukou, land ownership and family mobility were significantly affected; In flow factors, the size of inflow region, the area of outflow region, the type of flow and the time of flow were significant; In social integration factors, language adaptation, cultural identity, participation in activities, city identity also has a significant impact on the intention. However,in individual factors, there is no significance on gender, age, college degree and below, marital status. And in the family factors, there is also no significance on the number of minor children. As to the analysis above,in view of the current Hukou transfer problem, this paper puts forward the following suggestions.First, increase the level of income of migrants, and improve the policy for migrants to buy house in city.Second, reform the way of land disposition when rural-urban migrants transfer Hukou to city.Third, classify the policy guidance according to the city size, implement different policies in diffenent cities.Fourth, implement equalization of public services, and promote the citizenization of migrants.Fifth, improve the system of residence permit, avoid residence permit becoming the new label of migrants. Finally, focus on the internal group differences of new generation of migrants, implement accurate policy.
