On February28 th,2013,the Ministry of Finance,the National Development and Reform Commission and the Ministry of Education jointly issued the "Opinions on Improving the Graduate Education Investment Mechanism"(Finance and Education[2013]19).According to the "Opinions",from the fall semester of 2014,according to the principle of "New approach for the new students and old approach for the old students",all the new graduate students that enrolled into the national graduate admission scheme have to pay tuition fees.It indicated that China's graduate education officially entered into the full charging stage.The policy has been controversial since it was issued and implemented,and all the stakeholders have mixed views on the policy.It has been almost three years since the policy was implemented,and whether it has had the desired effects still remains to be seen.It is of great significance to pay attention to the present situation,the limit and the existing problems of the graduate charging system.It can help promote the optimization of the graduate charging system and improve the quality of graduate education.This study investigates the graduate charging system from four aspects: graduate students' attitude towards the charging system,learning motivation,learning strategy and academic achievement and explores the current situation of graduate charging system.By comparing the learning motivation,learning strategy and academic achievement of students who enrolled before and after the implementation of the charging policy,it tells the effectiveness of the policy.Finally it describes,analyzes and summarizes the current situation of graduate charging system from the perspective of policy limit analysis,and provides theoretical and practical guidance for the improvement and development of graduate charging system.This paper is divided into six parts: the first part points out the background and significance of the study on graduate charging system.Finding the problems of the policy is an important guarantee to improve the policy and promote the quality of graduate education.The second part introduces the concept,the reform and development process of the graduate charging system.The third part describes the research design and sample selection,statistical validity,samples' basic situation.In the fourth part,The implementation status of graduate charging system is explained and the effectiveness and difference of the policy are analyzed.The results show that there are significant differences in learning motivation,learning strategy and academic achievement between the students who are enrolled before and after the implementation of graduate charging system.And there are significant differences in gender,subject,graduate category and family income in recognition degree of graduate charging system,learning motivation,learning strategy and academic achievement of graduate students.In the fifth part,the limit of graduate charging system is discussed.The paper analyzes the reasons for the failure and the unexpected results of the policy from the following two aspects: the policy execution block and the endogenous limit.The sixth part refers to the conclusion and suggestions.Based on the study of the current situation of graduate charging system and the analysis of policy limit,this paper gives suggestions as follows: to establish differentiated charging standards;to improve the evaluation criteria of scholarship;to improve the graduate “Three Assistance” system;to improve the cost sharing mechanism of graduate education.
