The aim of popularization of higher education is to meet the increasing needs of educatees. In China, higher education faces the tight public financing system. To enrich the education foundation, the institution of tuition charging in the colleges and universities allow the people who enjoy the higher educational services to go shares with the cost and as a feedback people's needs would be met more perfectly. The tuition charging system in China has experienced the transition from free charging to tuition charging, which is a historical phase that educatee's benefits are detached from the country benefits and gradually come into manifold forms. Under such an education charging mechanism, it is rational that educatees demand valuable educational services. The educatee's benefits are ought to be emphasized and protected. This is the standpoint of this thesis.The dissertation consists of six chapters, which are arranged as follows: The first chapter probes into the reasons and the state of the tuition charging in the colleges and universities. Firstly, this chapter theoretically analyzes the motivation of the cost sharing system, following which the tuition charging activities in other countries are introduced. Secondly, it discusses logically the history of the institution of tuition charging in our country based on the evolution process of tuition charging system. Finally, it is concluded from the aforementioned argumentation that the tuition charging system emphasizes and guarantees the individual benefits of the people who consume the higher educational services.Chapter Two introduces the research state, research background, the standpoints and the main contents of this thesis. It shows that the focus of the research work is the individual benefits of the educatees. From this standpoint, the following chapters investigate the relationship between the quality evaluation, performance appropriation, elastic credit system and the tuition charging system respectively. Thus, the research results would help the educatees to realize their education investment plans and protect their own benefits.Chapter Three explores the relationship between the quality evaluation and tuition charging. Because of the information asymmetry between the educatees who consume the higher education and colleges/universities who provide higher educational services, colleges/universities may utilize their information advantages to offer low-quality education services and consequently the benefits of the educatees would be violated. To avoid the problem of information asymmetry and help educatees to optimize their selection on educational services, this chapter analyzes the roles that government and market should play respectively and puts forward the suggestion that the colleges should be allowed to collect tuition and fees according to their educational service quality.
