Professional degree is one of the results of social development.With the rapid development of science, technology and social modernization, professional talents have been needed increasingly.Professional degree education is an important part of higher education system.As the division of labor in society became more and more detailed, professional degree education has played dominant role in promoting industry development and social modernization level.Professional education is a good way to enrich personal training types.Our country has established our own professional graduate education system, which is quite different from other countries.Our professional graduate education has trained large amount of advanced applied talents.Meanwhile, under the background of optimizing of industry structure, establishing harmonious society, building a new socialist countryside, promoting national economy development, there has been new challenge to professional graduate education.The18th congress of the Communist Party puts forward a new goal of higher education, which is paying more and more attention to improve the quality of higher education, and eventually achieve connotative development of higher education.In order to achieve the goal, we should carry out reform and innovation of higher education, break through obstruct of key fields and points.Professional graduate has experienced20years development, the types of professional graduate education increases, training scale expands, social influence enhances.Connotative development of professional graduate education fits for development of higher education in new period.The connotative development of professional graduate education should be based on professional degree system completion and quality of education improvement.Through the analysis of professional degree history, this study shows the content of professional degree profoundly.Professional degree includes three meanings in different periods.They are teaching qualification, research qualification and profession qualification.As a special form of higher education system, the developing process of professional degree should be based on two factors:the universality value of educational system, and particularity value of educational system reform.From the analysis of system and educational system to universality of educational disciplinarian, this study gives us inspiration of general disciplinarian and developing logic of professional education.Through analysis of graduate education reform contents, this study announces new disciplinarian of professional education development.The development of professional education system in China derives into two important parts: issues of professional degree system orientation, professional degree education structural system, personal training of professional degree education, and quality supervising of professional degree education.These factors are consistent with educational system development elements, which are target system, standard system, organization system and instrument system.During the professional our professional degree education system, we have suffered from these four realistic issues.Realizing and understanding these issues can help scholars recognize professional degree education current situation in China.In the process of professional degree education system development, we have suffered from many problems, such as development orientation, structural system, personal training and quality supervising.Comparing to western developed countries, professional degree education in China indeed has its disadvantages in history and current situation.Using example of US and UK in professional education development for reference can give us some inspirations to the theory and practice development in professional education in China.Combing h national particular conditions of China and learning from western developed countries in professional degree education is useful to the construction of professional degree education system.Those professional education advanced countries meet the need of talents with high level and great education background under upgrading industrial structure and vocation professionalization. Professional degree education is separated from traditional academic degree education, and became an important part of graduate education, Professional degree and academic degree concomitant in the same graduate education system.The27th conference of State council academic degree committee passed a law named Master and Doctor Professional Degree Education Development Overall Plan.It put forward the overall objective of professional degree graduate education in China: Till2015,Achieving the target of strategic transformation from academic degree education as majority to professional degree education as majority of whole graduate education.The categories of master professional degree double, and doctor professional degree develop in steady pace.Based on profound demonstration, the government and Ministry of Education should pay more attention to the professional degree education development in order to increase social adaptability.The second, till2020, we should achieve the target of professional degree education and academic degree education as the same level.In order to achieve the target, we should complete professional education system, optimize graduate education structure and arrangement, and improve professional degree education quality.All of these can make graduate education adapt social development need.How to achieve the goal? We should construct reasonable professional degree education development methods from five aspects:orientation, legislative guarantee, balance of power, model innovation and structure reengmeering. Firstly, policies and law of professional degree system should be provided, which includes policy making and execution. Secondly, the orientation of professional degree system should be a kind of highest level of vocational education, which should stress both professionalization and intellectual orientation, and consistency and advancement to social needs. Thirdly, constructing synergic operational mode among government, market and university and achieving balanced coordination in management system and structure standards. Fourthly, innovating educational mode and building valid connection between professional degree system and profession access system. Lastly, strengthening the function of social force in professional degree education personal training and achieve this goal though professional accreditation from professional association.
