The balance and optimization of teachers' allocation plays an important role in the balanced development of basic education.As one of the important factors that affect the allocation of teachers,teacher mobility is related to the stability and prosperity of fundamental education.How to guide teachers to flow in an orderly and reasonable way to achieve the goal of education balance is a common concern of all countries in the world.Given that the United States has rich experience in this field,this paper takes Talent Transfer Incentive in American primary and middle schools as the research object,to demonstrate the United States' efforts in achieving balanced development of basic education by introducing the details of the policy text and its implementation,in order to provide reference for improvement the implementation of the policy for teacher mobility in compulsory education in China.This paper mainly uses the method of policy analysis and comparative analysis to analyze and summarize the background,concept,content and implementation of the Talent Transfer Incentive in America.Based on the introduction of this policy,we can summarize its advantages as follows.Firstly,it adheres to the principles of fairness and voluntary,and respects for the option of teachers and schools as well.Secondly,it has developed a more complete supporting measures to promote the smooth implementation of the policy.Thirdly,the policy focus on the exchange and cooperation between the flow of teachers and teachers in low-performing schools.At the same time,the Talent Transfer Incentive also has its shortcomings in the implementation process.Simple economic incentives can not attract a large number of outstanding teachers to flow.The way of teacher mobility is too single to operate on a large scale.The research data is incomplete,and the policy evaluation is not comprehensive either.Based on the current situation of implementation of teacher mobility policies in our country,and combined with the analysis of the characteristics on the American Talent Transfer Incentive,four suggestions can be summarized as follow.We should take teachers and the development of education as foundation,standardize the flow process,construct a reasonable incentive mechanism to stabilize the flow of personnel,set up inter-school communication platform so as to achieve common development,and strengthen the research of tracing investigation and real effects on the flow of teachers policy.
