Talent in science and technology is a dynamic power in boosting their innovation and application, a leading group in accelerating transformation of scientific and technologic achievements into direct productive forces, and a driving force in realizing China's industrialization, the informationization and modernization. The construction of China's talent task force in science and technology has witnessed a tremendous progress in the new era, the result of which is that China now ranks among the world leading powers in terms of owning the total amount of talent resources in science and technology and the total number of research staffs. It goes without saying that a major part of all these achievements should attribute to China's talent policy in science and technology. Thus, it is of significant importance to have a review of the development process of China's talent policy in science and technology and to make an analysis on its gains and losses in the new era, so as to establish a science and technology talent task force at a higher level and of a higher standard in China, which will also benefit the implementation of the development strategy of strengthening China by science and technology under the guidance of scientific development concept, encourage the establishment of an innovation-oriented country with science and technology as the first productive force, and achieve China's goal of building up a society of relative affluence.This dissertation reviews the 30 years' development process of China's talent policies in science and technology since China's reform and open-up policy in 1978, explores the historic background of its policy designing and implementation, and clarifies its policy development proceedings from a macro perspective. The establishment of China's talent policy in science and technology has gong through different stages, varying from the stage of bringing order from chaos, the stage of exploring ways of development in the process of reforms, the stage of rejuvenating the nation by relying on science and education, to the present stage of optimizing development strategy by strengthening the nation using science and technology talent. While the Communist Party is changing its management approach from managing carders to managing talent, the concept of value is also changing, from viewing science and technology as the first productive force to regarding talent resource as the number one development resource. Furthermore, great and satisfactory achievements have been made in the establishment of the talent policy itself and the construction of China's talent task force in science and technology.Based on a systematic collection and screening of the data and documents concerning China's talent policies in science and technology in the new era, the dissertation makes an econometric analysis on the annual change of and causes to China's talent policies in science and technology, and examines the objects that the policies have impacts on, and the contents and classification of those policies. An analysis framework of science and technology talent policy is set up by the paper after discussions are made on the development system of science and technology talent task force. The analysis framework system is comprised of three subsystems, including the science and technology talent task force development and designing subsystem, the micro-policy environment subsystem and the social environment subsystem, with which, an appraisal is made on China's current talent policy in science and technology and suggestions are put forward accordingly.In order to have a better assessment on the talent policies in science and technology from a different approach, the dissertation chooses the mobility policy of those talent policies as a target of analysis. And an analysis framework of talent mobility policy is set up by the paper, based on discussions on talent mobility approaches and laws governing talent mobility. The analysis framework is comprised of policies attracting those talents, (including policies encouraging the inflow of talents and preventing the outflow of talents), policies guiding the spillover of talents and the policies that manage the establishment of mobility platform of talents and conduct its mobility process management, with which, an appraisal is made on China's current talent mobility policy in science and technology and suggestions are put forward accordingly.
