| In recent years,the drawback of extensive administration on university management has been drawing more and more public attention.De-administration of university management is becoming one of the prominent problems in the reform of higher education.Owing to the fact that present de-administration study attaches more hope to the government.There are quite a lot of studies which call for the government to reform and how to reform the university management.Consequently,the government is considered as the main force of the reform as well as the subject of the study of de-administration of university management.However,the university,which is the target of the de-administration,has been neglected.Thus,at present,theorists focus quite less on the development of the public colleges after their de-administration.Though the government administration has jeopardized the development of the public colleges,with the tight relationship,the public colleges have assured what their self-development need,such as human financial and material resources as well as systematic resources.when the policy of de-administration is carried out,the public colleges are to lose most of the government support,as a result,whether the public colleges can get what resources they need for their development,and whether they have the ability of self-development will become a crucial issue for their future.Based on the study of the theory of de-administration and the research of capacity of self-development,this paper puts forward the concept of self development ability of public colleges.On the basis of defining this concept and analyzing its elements,this paper gives a further analysis of the current situation,problems and causes of self development ability of public colleges in China.In view of the existing problems,this paper proposes the cultivating strategies to cultivate the self development ability of public universities in China from five aspects:physical capital,social capital,human capital,cultural capital and development right.This paper argues that public colleges in China should:to enhance the utilization of resources and the ability to obtain;to improve social forces to participate in education and participation in science;to promote the reform of the system;enhance the cultural function;to accelerate the management of higher education to the de-administration process. |
